The National Institutes of Health (NIH) intends to award a Firm-Fixed Price purchase order to Plas Labs, Inc.
In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the services for the requirement described below.
The purpose of this notice is to inform the public that the National Institutes of Health intends to issue a purchase order to acquire an Intensive Care System (ICS) from Plas Labs, Inc. The Division of Veterinary Resources (DVR) veterinary staff oversees the medical and procedural support for various species of laboratory animals housed in its facilities. The Plas Labs ICS is a standalone unit capable of providing both thermo-regulation (heating and cooling) and therapeutic breathing oxygen support in a controlled and secure environment for recovering animals. The DVR intends to purchase four (4) PLAS LABS ICS1/TS unit with cage divider to replace existing ICS units that are malfunctioning and due to their age can no longer be repaired. The units are constructed of metal and glass, as opposed to flexible film or plastic barrier, which provides a more secure environment. The ICS units have secure barriers and raised flooring. The ICS units are used to monitor and provide heat and oxygen to recovering animals. DVR must maintain accreditation with the Association for Assessment and Accreditation of Laboratory Animal Care and ensure all animals are recovered and monitored according to the laws and animal welfare regulations. Animal ICS units from Plas Labs are compatible with DVR’s existing equipment and large animal cages.
This notice is not a request for competitive quotes. However, any party that believes it can offer ICS units with the features as stated herein may submit written specifications. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued within five (5) days after the date of this notice unless the Government determines that another Contractor has the capability to meet this requirement.
