About this opportunity

The Federal Highway Administration issued a notice of intent to award a single-award IDIQ contract for Intelligent Transportation Systems Infrastructure Standards Development, Maintenance, and Related Activities to the Institute of Transportation Engineers (ITE), Inc., with capability statements due October 10, 2026 at 2:00 PM Eastern Time. This is a sole-source award justified under FAR 6.302-3(a)(2)(ii) and (b)(2)(ii) based on ITE's unique institutional framework, specialized program management structure, and extensive network of expert consultants and stakeholders in consensus-based standards development.

The contract supports the ITS Joint Program Office with systems engineering development, testing, and research services spanning two primary task areas: development of standards in traffic management, advanced transportation controllers, ITS roadside cabinets, NTCIP, connected vehicles, vehicle automation, and emerging technologies including IoT, AI, quantum mechanics, and cybersecurity; and improvement of standards utilization through industry education, training, technical support, and outreach to state and local transportation professionals, academia, and researchers. The contract is a 60-month IDIQ with a minimum guarantee of $50,000 and ceiling of $20 million, accepting both Firm-Fixed-Price and Time-and-Materials task orders.

Any responsible source believing it can provide the required multi-disciplinary research, systems engineering, and neutral FFRDC-equivalent capabilities without severe mission disruption or organizational conflicts of interest may submit a capability statement to Malik Arnold, Contract Specialist, at malik.arnold@dot.gov with subject line "Capability Statement Response - RFP 693JJ326R000024 (ITE)."
