This is a Notice of Intent to Award a Sole-Source IDIQ Contract issued by the U.S. Department of Transportation, Federal Highway Administration (FHWA), Office of Acquisition and Grants Management for Solicitation Number 693JJ326R000024.

The Government intends to award a single-award, Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to the Institute of Transportation Engineers (ITE), Inc., located at 1627 Eye Street NW Suite 600, Washington, DC 20006. FHWA requires non-personal systems engineering development, testing, and research services to support the ITS Joint Program Office. The effort, titled "Intelligent Transportation Systems (ITS) Infrastructure Standards Development, Maintenance, and Related Activities," encompasses two primary task areas: (1) development of standards in traffic management, advanced transportation controllers (ATC), ATC application programming interfaces, ITS roadside cabinets, National Transportation Communications for ITS Protocol (NTCIP), roadside units (RSU), connected vehicles, vehicle automation, and connected transportation interoperability (CTI), along with emerging technologies including IoT, AI, quantum mechanics, and cybersecurity standards; and (2) improvement of standards utilization through industry education, training support, technical and programmatic support, and industry outreach to state and local transportation professionals, academia, and researchers.

The contract is a single-award IDIQ with Firm-Fixed-Price (FFP) and Time-and-Materials (T&M)/Labor-Hour task orders. The ordering period is 60 months (5 years) from the effective date of award, with a minimum guarantee of $50,000 and a maximum ceiling of $20,000,000 inclusive of labor, travel, and materials. The Government justifies the sole-source award based on ITE's unique institutional framework, specialized program management structure, and vast network of expert consultants and stakeholders. ITE is recognized as a leader in mobility and transportation safety standards development and plays a central role in creating harmonized solutions for the advancement of mobility. However, any responsible source believing it can provide the required multi-disciplinary research, systems engineering, and neutral FFRDC-equivalent capabilities without severe mission disruption or organizational conflicts of interest may submit a capability statement. Capability statements must be received electronically no later than October 10, 2026, at 2:00 PM Eastern Time and should be submitted to Malik Arnold, Contract Specialist, at malik.arnold@dot.gov with the subject line "Capability Statement Response - RFP 693JJ326R000024 (ITE)."

1. Background & Authority

This notice is issued by the U.S. Department of Transportation (USDOT), Federal Highway Administration (FHWA), Office of Acquisition and Grants Management.

Pursuant to 10 U.S.C. 3204(a)(3), as implemented by FAR 6.302-3(a)(2)(ii) (Establishing or maintaining essential engineering, research, or development capability specifically provided by an educational or other nonprofit institution or a federally funded research and development center) and FAR 6.302- 3(b)(2)(ii) (Establishing or maintaining an essential capability for engineering or developmental work calling for the practical application of investigative findings and theories of a scientific or technical nature), the Government intends to negotiate and award a single-award, Indefinite-Delivery Indefinite- Quantity (IDIQ) contract to:

Institute of Transportation Engineers (ITE), Inc.

1627 Eye Street NW Suite 600 Washington, DC 20006

The Institute of Transportation Engineers (ITE) is a professional association and recognized standards development organization with a long-standing role in supporting the development, maintenance, and stewardship of national Intelligent Transportation Systems (ITS) standards in coordination with the U.S. Department of Transportation, Federal Highway Administration (FHWA) and the ITS Joint Program Office. For over three decades, ITE has supported federally stewarded ITS standards activities that bring together public agencies, private-sector technology providers, and subject matter experts to develop consensus-based standards that enable interoperable, safe, and effective transportation systems.

2. Description of Requirement

FHWA requires non-personal systems engineering development, testing, and research services to support the U.S. Department of Transportation, Federal Highway Administration (FHWA) ITS Joint Program Office (ITS-JPO).

The effort, titled "Intelligent Transportation Systems (ITS) Infrastructure Standards Development, Maintenance, and Related Activities," focuses in the areas of ITS infrastructure, Vehicle-to- Everything (V2X) and vehicle automation, and other standards required to fully support the successful deployment of emerging ITS technologies both from DOT-funded research efforts and elsewhere. The DOT is pursuing further research in the development of new standards and modification of existing standards to support interoperability and meeting performance requirements for ITS technologies.

Work under the resulting IDIQ will encompass two primary Task Areas:

o The first objective of this effort is to develop standards primarily in the areas of:

- Traffic Management

- Advanced Transportation Controllers (ATC)

- ATC Application Programming Interface (API)

- ITS roadside cabinets

- National Transportation Communications for ITS Protocol (NTCIP)

- Roadside Units (RSU)

- Connected Vehicles

- Vehicle Automation

- Connected Transportation Interoperability (CTI), including: Cooperative Driving

Automation (CDA), Connected Intersections CI)

Additional development requirements are possible in the following areas to the extent they relate to the primary areas of interest outlined above:

- Public transportation, multimodal and accessible travel

- Logistics, commercial vehicle operations, and supply chain

- Emerging technologies, including IoT, AI, Quantum mechanics, and Distributed Ledger

Technologies

- Transportation-related data specifications and secure exchanges

- Cybersecurity standards for ITS

- Integration of industry domains adjacent to transportation o The second objective of this contract is to improve the utilization of specifications, standards, and associated tools through industry education and training support, technical and programmatic support as well as industry outreach and involvement to an extensive audience comprised of State and local transportation professionals and practitioners, owners and operators of transportation facilities, transportation engineers, planners, consultants, academia and researchers.

3. Contract Details
