About this opportunity

Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk is seeking sources through a Request for Information for the delivery and installation of Intelligent Mail Locker Systems across designated CONUS military installations, with responses due by 4:00 PM Eastern Standard Time on November 12, 2026. No set-aside is used. The Regional Directorate Contracting Office is supporting the Department of War (Army, Air Force, Marine Corps, and Navy). The RFI is for information and planning purposes only and does not commit the Government to award. The Government will not reimburse response costs, and responding is not required for future solicitation participation.

The RFI covers 146 installations: 39 Army, 49 Air Force, 28 Marine Corps, and 30 Navy. The planning spreadsheet lists 309 Intelligent Locker Platform units and estimates the total program at approximately $34.1 million, based on $110,000 per unit. Requirements include approximately 9,152 Army lockers, 5,804 Marine Corps lockers, 2,583 Navy lockers, and 2,026 Air Force lockers. The anticipated award is firm-fixed-price commercial, with one one-year base period and four one-year option periods for annual maintenance and software support. Required capabilities include new, commercially supported locker assemblies; integration with the Automated Military Postal System; acceptance of outgoing mail; and cloud-hosted parcel management software with 10-year data retention. The system must store up to five package photos. Security certifications required are FedRAMP compliance and Department of Defense Impact Level 4 certification. The contractor must also provide on-site break-fix maintenance, help desk support, and annual preventive and remedial maintenance.

Statements of Technical Capability are due by the response deadline and must address nine questions. These cover experience, security clearances, delivery of 26 locker banks by December 25, 2026, simultaneous installation across 63 confirmed site-ready installations, full operational capability for 100+ installations, teaming arrangements, existing contract vehicles, and sample pricing with detailed cost breakdowns. Submit responses to Contract Specialist Kaitlin O'Brien (kaitlin.n.obrien.civ@us.navy.mil) and Contracting Officer Jessica Thompson (jessica.a.thompson58.civ@us.navy.mil). No incumbent is named.
