About this opportunity
The Department of the Navy Naval Air Systems Command Naval Air Warfare Center is seeking research, development, testing, and evaluation (RDTE) services, technical assistance, and systems engineering support for the development, testing, and fielding of future Intelligence, Surveillance, Reconnaissance, and Targeting (ISRT) systems. The contract will support evaluation and analysis of alternatives, initial engineering design, and operational deployment of systems providing image intelligence (IMINT), communications intelligence (COMINT), signal intelligence (SIGINT), and measurement and signature intelligence (MASINT) capabilities to the warfighter. Key requirements include the ability to obtain and maintain a "Secret" facility clearance and Sensitive Compartmented Information Facility (SCIF) clearance, as well as certification through Defense Logistics Information Services (DLIS) to access Controlled Unclassified Information. Evaluation will be based on past performance, corporate experience, key personnel qualifications, technical approach, and cost proposals submitted through the PIEE Solicitation Model. The proposal deadline was August 22, 2024, with amendments issued on July 31, 2024 to incorporate security requirements and clarifications.
This solicitation has no set-aside designations and does not identify specific incumbent contractors or award values in the provided documentation. The contract structure is a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) arrangement designed to provide rapid prototyping, testing, and transition of ISRT capabilities to support Joint All Domain Warfare and Distributed Maritime Operations. Offerors must submit teaming matrices identifying prime contractors, subcontractors, and joint venture members with their respective CAGE codes and DUNS numbers, along with detailed cost proposals using the provided Cost Proposal template. All entities must maintain active registrations in the System for Award Management (SAM) with a notarized letter identifying the authorized Entity Administrator. The place of performance includes the prime contractor and subcontractor locations as identified in the teaming matrix submissions.
