71L1.0"Throughout these instructions, a “principal subcontractor” is defined as a subcontractor who provides at least 20% of the proposed total price/cost (excluding the Offeror’s profit/fee) for the contract or provides one or more Key Personnel."Given that there is no pricing requirement for base contract award, what is the Government's expectation for a principal subcontractor since pricing or Key Personnel will not be required?A principal subcontractor may be applicable to the Initial Task Order. Also see similar question and response below.
75L2.1"Additionally, the Offeror shall provide one electronic copy of the Statement of Work/Performance Work Statement for each contract reference as Annex 1 to this Past Performance Volume."Will the Government please provide direction on how an offeror shall submit a SOW/PWS for a classified contract? Given, that a relevant SOW/PWS may not be available to be provided at the unclassified level? The Government does not wish offerors to include classified information in their proposals, either within the technical volume or past performance. If the offeror believes they have past performance performed as part of a classified contract which matches the recency, relevant, and quality conditions, and no other unclassified documentation of such contract exists, the offeror may make an unclassified reference in their past performance volume to any classified Defense Technical Information Center (DTIC) contract closeout reports or other technical reports up to the SECRET classification level that the offeror believes are representative of their work. Any such unclassified reference to a classified contract will count as one of the maximum of five Past Performance Forms that may be submitted by the offeror.

Since the Fleet liaison must be introduced by the Government TPOC to other DoD orgs/agencies/Fleet, who will also evaluate whether the personnel selected can adequately perform required tasks and work collaboratively with their org/agency/Fleet, fulfilling this task will include a negotiation/selection process between the awardee and the Government after contract award for these personnel.
83M2.0" Hours/Material:Minimum Labor hours of 300,000 and/or minimum Material value of $250,000."Is the Government's intent to evaluate PP citations with Minimum Labor Hours established at the contract ceiling value, rather than the number of actual hours executed? If the government is evaluating Minimum Labor Hours established at the contract ceiling value, how does the government intend to verify a Past Performance citation has met the minimum requirement for Labor Hours? Many Government contracts, such as the predecessor ISR&T contract, do not require labor hours or pricing at the IDIQ level. The Government's intent is to evaluate past performance with actual labor hours and materials cost executed.
75, 81L & M1.2Section L Part B, 1.2 reads "The technical proposal shall provide details that will demonstrate the offeror’s ability to perform the work through team member qualifications of security clearances, education, experience, and professional credentials."

It is requested that the Past Performance Volume information be submitted 10 days prior to the submission date specified in Block 9 of the SF 33 of the RFP."Will the Government please clarify if the submission date for the Past Performance Volume is "requested" or required to be submitted 10 days prior to the proposal submission date?Past Performance Volume is equired to be submitted 10 days prior to the proposal submission date.
75L2.0Classified Past Performance Reference. Will the Government provide direction on how to submit a classified past performance reference?

How does the Government intend for offerors to display delivery/task order information in the Past Performance Information Form? Does the Government intend for offerors to fill out separate Past Performance Information Forms for each delivery/task order? The Government requests that offerors summarize their task/delivery orders including exercised options under each MAC as a group answer and provide forms up to the maximum of five for each separate MAC. Should this not be applicable to the offeror, i.e. they have not executed any MAC contracts within the recency requirement, the offeror should provide individual Past Performance Forms for each IDIQ order as separate forms up the maximum of five.

The Government will use the following aspects to determine relevancy for this evaluation:" and "Performance Confidence Assessment rating assignments reflect the Government’s confidence that the Offeror will successfully perform the solicitation’s requirements based on the Offeror’s recent and relevant past performance record.
