About this opportunity

The Federal Bureau of Investigation's Finance and Facilities Division is conducting market research to identify potential sources for a secure, scalable, and interoperable government-wide Intellectual Property database through this Request for Information. The FBI seeks to determine whether a commercial product currently exists that satisfies their identified need, or if industry partners can develop a solution under a Research Other Transaction Agreement. Key technical objectives include creating a centralized repository for IP assets across federal agencies, ensuring interoperability with existing systems, implementing robust access controls and security measures, enabling advanced search capabilities, supporting data integrity and versioning, and integrating analytics and reporting tools. The evaluation process involves a two-step competitive selection approach, with companies potentially advancing to a demonstration phase based on their submissions addressing technical approach, potential risks, and specific requirements including cost-sharing, intellectual property rights, and facility clearance levels. Interested companies must submit detailed white papers by 11:00am Central Time on October 24, 2025.

This procurement opportunity does not utilize any set-aside designations, making it available to all qualified contractors. The RFI does not identify any incumbent contractors or current service providers for this requirement. No specific award values, budget ranges, or contract ceiling amounts are disclosed in the available documentation. The timeline indicates a relatively compressed response period of approximately one month from the posting date of September 22, 2025 to the submission deadline of October 24, 2025. The solicitation does not specify quantities of deliverables or definitive service performance periods, as this appears to be primarily a market research effort to assess industry capabilities and determine the most appropriate acquisition strategy for the government-wide IP database solution.
