About this file
This Request for Information (RFI) from the FBI's Finance and Facilities Division seeks market research to identify potential sources for a secure, scalable, and interoperable government-wide Intellectual Property (IP) database. The FBI aims to determine if a commercial product exists that meets their needs, or if industry can develop a solution under a Research Other Transaction Agreement (OTA).
Technical objectives include creating a centralized repository for IP assets across federal agencies, ensuring interoperability with existing systems, implementing robust access controls and security, enabling advanced search capabilities, supporting data integrity and versioning, and integrating analytics and reporting tools. Interested companies must submit a white paper by 11:00am CT on October 24, 2025, with detailed information about existing commercial products or development capabilities. The RFI outlines a two-step process for competitive selection of research proposals, with companies potentially advancing to a demonstration phase. Submissions must address technical approach, potential risks, and specific requirements such as cost-sharing, intellectual property rights, and facility clearance levels.

Federal Bureau of Investigation Finance and Facilities Division
Request for Information
RFI #: 15F067-26-PN-MEA01
Date: 22 September 2025
The Federal Bureau of Investigation (FBI) is conducting market research to identify potential sources and assess the availability of a commercial product or solution for a secure, scalable, and interoperable government-wide Intellectual Property (IP) database. The Government seeks to determine whether a commercial product currently exists that satisfies the identified need. If no such product exists, the Government is interested in understanding the capabilities and interest of industry in developing a solution under a Research OTA.
The information contained herein only initiates communication with industry in order to assess market potential. No solicitation document exists at this time. This Request for Information (RFI) does not constitute a Government obligation to procure these items or issue a solicitation. The Government does not have an obligation to pay for information responding to this RFI and will not accept any responses as offers.
PURPOSE
The FBI seeks industry input to better understand capabilities, technologies, and best practices for designing and implementing a centralized IP database that supports federal agencies in managing, protecting, and sharing IP assets.
Technical Objectives:
Centralized Repository: Develop a secure, unified database to store and manage IP assets across federal agencies, including patents, trademarks, copyrights, trade secrets, and licensing agreements.
Interoperability: Ensure compatibility with existing federal systems and interfaces that enable different software applications to communicate and share data, promoting interoperability, innovation, and longevity. The system must operate on a classified network, such as Joint Woldwide Intelligence Communications System (JWICS).
Access Control & Security: Implement robust role-based access controls, encryption, and audit trails to protect sensitive IP data and comply with federal cybersecurity standards.
Search & Retrieval: Enable advanced search capabilities (e.g., keyword, metadata, classification) and intuitive user interfaces for efficient data retrieval.
Data Integrity & Versioning: Support version control, change tracking, and validation mechanisms to ensure data accuracy and historical traceability.
Analytics & Reporting: Integrate tools for trend analysis, portfolio management, and customizable reporting dashboards.
Scalability & Performance: Design for high availability and scalability to accommodate growing data volumes and user demand across agencies.
DELIVERABLE
This RFI establishes a two-step process, which provides for the competitive selection of research proposals.
The following information is relative to Step-One, which is the call for submission of white papers. Step-Two is a demonstration. The FBI Agreements Officer (AO) will contact the companies with white papers which are selected to proceed to Step-Two and provide instructions for completing the second step.
The white paper shall include a cover letter and technical approach as shown below.
A. Cover Letter The cover letter shall include the following information:
Part I:
Company name Company address Company phone number Company email address Company business size Company POC for technical questions Company POC for contractual questions Confirmation company is active in SAM Federal Supply Schedule (FSS) (if applicable) Company UEID Company NAICS Codes
Part II:
Is the company considered a non-traditional Government contractor?
Does the company have a facility clearance?
What is the company’s clearance level?
Would the company need to subcontract any piece of this effort? If so, what percentage?
Does the company anticipate any conflicts of interest if awarded this effort?
What is the estimated period of performance to complete this effort?
What is the estimated cost to complete this effort?
Does the company anticipate needing any advanced funding?
Part III:

Include relevant product literature, specifications, and performance data.
Development Capability - If no commercial product exists, does the company have the capability and interest to develop a solution under a Research OTA? Describe the technical approach, relevant experience, and estimated timeline for development.
Include information on prior work with OTAs, if applicable. All submissions shall be unclassified.
Provide any concerns/risks the company may see with this effort.
Provide any alternatives to this effort.
