About this opportunity
The Department of the Air Force Reserve Command seeks integrated solid waste management services—including collection of municipal solid waste and recyclables, and disposal of construction and demolition debris—at Dobbins Air Reserve Base in Marietta, Georgia, with quotations due August 26, 2026. The procurement is a total small business set-aside, foreclosing competition outside that category.
Place of performance is Dobbins Air Reserve Base, Marietta, Georgia 30069. A mandatory site visit is scheduled for August 11, 2026. The base contract period runs September 29, 2026, through September 28, 2027, with five one-year renewal options extending through March 28, 2032. The NAICS code is 562111, Solid Waste Collection, with a size standard of $47 million.
Services comprise twice-weekly collection of municipal solid waste from designated containers, daily collection and offsite disposition of paper and cardboard for recycling, coordination of scrap metal for recycling, management of bulk waste and construction/demolition debris via roll-off containers, unscheduled pickups with one business day response time, and contractor-funded landfill tipping fees. Collection occurs between 0730–1400 hours Monday through Friday. Estimated annual workload includes 565 tons of municipal solid waste, 80 tons of construction and demolition debris, 45 tons of scrap metal, 15 tons of cardboard, and 10 tons of paper. The contractor must maintain a Mission-Essential Contractor Services Plan ensuring continuity for up to 30 calendar days during crisis situations.
Award will be made to the lowest responsive and responsible offeror based on price evaluation. Offerors must be registered in SAM and will be required to register in WAWF for payment processing. The contractor must submit financial institution reference sheets as part of responsibility evaluation, obtain base identification and vehicle passes for all personnel, and comply with Air Force Occupational Safety and Health Standards. Service Contract Act prevailing wage rates apply, with rates determined by Georgia county classifications and health/welfare contributions of $5.55 per hour. Contract administration is handled by the 94th Mission Support Group, Civil Engineer Squadron, with Kevin Song and Kenneth Jacob as primary and alternate points of contact.
