About this file
This document is Attachment 3 to Air Force contract solicitation FA670326Q0006, dated July 23, 2026, containing administrative and operational requirements for contractor performance on Air Force installations.
The attachment establishes three primary requirement areas. First, it designates an ombudsman, Mr. David Tuck at AFRC/CC (478-327-0558, david.tuck.3@us.af.mil), to hear and facilitate resolution of concerns from offerors and potential offerors, with escalation available to the Air Force ombudsman at SAF/AQC. The ombudsman does not participate in proposal evaluation or source selection, and interested parties must first address concerns with the contracting officer before consulting the ombudsman. Second, the document mandates that contractors take all reasonable steps to prevent accidents and preserve health and safety of personnel on Government installations, comply with Air Force Occupational Safety and Health (AFOSH) Standards as directed by the contracting officer, and understand that violations may result in contract termination under the Default clause. Third, the contractor must obtain base identification and vehicle passes for all personnel making frequent visits or performing work on Air Force installations, submit written requests listing employee names and authorized signatories, ensure personnel wear or display identification badges while on base, maintain current documentation (driver's license, vehicle registration, insurance certificates), manage credentials for newly assigned and departing personnel, register personnel in the Emergency Mass Notification System (EMNS) with after-hours contact information, and return all identification passes upon contract completion or termination. Non-compliance with these access requirements may result in withholding of final payment.
