This procurement will be structured as a Firm-Fixed Price, Indefinite Delivery-Indefinite Quantity contract with specific performance outcomes required under FAR 37.101 service contract definitions. The government will use Lowest Price Acceptable Past Performance source selection procedures to award the contract to the responsible offeror whose proposal provides the best value to the government. The full solicitation is expected to be available on SAM.GOV around June 16, 2025, with a 30-day solicitation period, and the proposal due date is July 15, 2025.
This procurement is designated as a 100% Total Small Business Set-Aside under NAICS code 562111 (Solid Waste Collection), which has a small business size standard of $47 million in annual receipts. All prospective contractors must be registered in the System for Award Management database to be eligible for award consideration. A prior sources sought notice was posted on April 24, 2025, and subsequent market research analysis supported the Small Business Administration's concurrence with the total small business set-aside determination. The contract will be performed at Andersen Air Force Base, Guam, with questions directed to Contract Specialist Coree Asprer or Contracting Officer Tommy Taitano.
