About this opportunity
The Department of the Air Force Special Operations Command is seeking proposals for Integrated Solid Waste Management (ISWM) services at Cannon Air Force Base in New Mexico. The contractor will be required to provide municipal solid waste (MSW) collection and recycling services, including emptying refuse and recycling containers, managing food waste, and properly disposing of MSW and construction/demolition debris. The contract will be awarded on a Lowest Price Technically Acceptable basis, and offerors must demonstrate technical capability, including having drivers with Commercial Driver's Licenses and the ability to weigh vehicles on state-certified scales. Past performance will also be evaluated. Proposals are due by 10:00 a.m. Mountain Daylight Time on May 22, 2024, and a site visit is scheduled for May 14, 2024.
This procurement is set aside for 100% Women-Owned Small Businesses (WOSB) under NAICS code 562111 - Solid Waste Collection, with a $47 million size standard. The anticipated contract will have a 10-month base period followed by the potential for four 12-month option periods, with a projected period of performance from July 2024 to April 2029. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform ISWM services with a combined capacity of at least 2,652 tons per 12-month period.

This is a request for proposal for a requirement for Integrated Solid Waste Management services for the 27 Special Operations Civil Engineering Squadron at Cannon AFB, New Mexico. This acquisition is for non-personal services. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform integrated solid waste management services at Cannon Air Force Base, New Mexico.
The contractor shall include the collection requirements for key characteristics of municipal solid waste [MSW] collection and recycling services. Integrated solid waste management is a combination of municipal solid waste (MSW) collection and recycling services. MSW is the commercial term/standard for refuse/household garbage collection and processing. The contractor shall include the collection requirements for key characteristics of MSW collection and recycling services. When the contractor completes service at a location there shall be no litter, waste, or recyclable material on the ground within a 10-foot radius of the container. The contractor shall empty containers used to dispose of food waste as necessary to maintain a healthy, vector-free environment (on days when the serviced facility is in operation). The contractor shall perform to the standards in the contract, performance work statement (PWS), as well as all local, state, and federal regulations, international agreements, Status of Force Agreements (SOFA) and appropriate Final Governing Standards (FGS) or, in their absence, the Overseas Environmental Baseline Guidance Document (OEBGD).
The requirement is projected to be awarded as a 100% WOMEN-OWNED SMALL BUSINESS SET-ASIDE and will be awarded as a firm fixed price contract. It will be under the Classification Code "S205- Housekeeping - Trash/garbage collection" NAICS Code "562111-Solid Waste Collection" with a size standard of $47M. The projected period of performance is 1 July 2024 - 30 April 2029. The anticipated contract will have a 10-month base period of performance followed by the potential of four each 12-month option periods.
There will be an option ot attend a site visit and it will only be held on the determined date. This is not mandatory but will be offered in case there are interested members.
