About this opportunity

The Department of the Navy Naval Facilities Engineering Command (NAVFAC Marianas) is conducting market research through this Sources Sought Notice to identify potential contractors capable of providing Integrated Solid Waste Management and Pavement Clearance Services across multiple U.S. military installations in Guam, the Marianas Islands, the Commonwealth of the Northern Marianas Islands (CNMI), and the Federated States of Micronesia (FSM). The scope encompasses refuse collection, disposal, and recycling services at U.S. Naval Base Guam, Andersen Air Force Base, Marine Corps Base Camp Blaz, Naval Hospital facilities, and other DoD/federal activities in the region. Contractors must provide all labor, management, supervision, tools, materials, and equipment necessary to execute the services. The government will use responses to this notice for market research purposes, to verify responsible sources exist, and to determine optimal acquisition strategy and competitive viability. This is a Sources Sought Notice only and does not constitute a formal Request for Proposal; responses are not offers and cannot be accepted to form binding contracts. Interested parties must submit a completed Statement of Interest Questionnaire, including company information, small business status, years of experience, and documentation of similar contracts performed within the past five years, by the December 3, 2025 deadline to breadanielle.b.manibusan.civ@us.navy.mil and ursula.m.sannicolas.civ@us.navy.mil.

This procurement is designated as a Total Small Business Set-Aside, restricting competition to small business concerns. The resultant contract, if awarded, will be structured as a single-award Firm-Fixed Price and Indefinite Delivery/Indefinite Quantity (IDIQ) contract, though specific contract value and performance timeline details are not disclosed in this Sources Sought Notice. The questionnaire requests comprehensive information regarding contractors' capacity for self-performance versus subcontracting, specific past performance examples with contract types, periods of performance, contract values, and work summaries. No evaluation letters will be issued to respondents, and submissions received after the December 3, 2025 deadline or lacking required information may not be considered. The NAICS category assigned to this procurement is Solid Waste Collection (562111), with a PSC category of Housekeeping—Trash/Garbage Collection (S205), providing additional classification guidance for interested small businesses evaluating their eligibility and capability to respond.
