About this opportunity

The Department of Homeland Security, Customs and Border Protection (CBP) is conducting a Request for Information and Sources Sought regarding Integrated Logistics Division (ILD) Maintenance and Logistics Support Services, with responses due by October 30, 2026. This is market research only; no procurement has been committed and no solicitation will be issued as a result of responses.

CBP seeks to assess contractor capability and capacity to provide comprehensive maintenance and logistics support for Non-Intrusive Inspection imaging systems, Radiation Detection Equipment, NII-Integration Platforms, and NII-Common Viewer Systems deployed at CONUS and OCONUS CBP locations. Work includes preventive maintenance per manufacturer specifications, corrective maintenance with 1-hour telephonic response and 24-hour on-site response for Priority 1 non-operational systems, annual radiation surveys and semiannual leak tests per FDA standards, desktop management support, quarterly failure and trending analysis, root cause analysis, obsolescence management, parts provisioning, and on-demand engineering, training, and emergency services.

The contractor must achieve Operational Availability targets of 96% for large-scale equipment and RDE at CONUS pre-primary ports, 95% for NII systems at CONUS locations, and 90% at OCONUS locations. Performance spans CONUS and OCONUS CBP sites. Compliance with DHS 4300A Policy Directive, encryption standards (FIPS 197/AES 256, NSA Type 1/2), supply chain risk management, PIV credential compliance, and Section 508 accessibility standards is required. Cost-Wise Readiness metrics mandate minimum hardware materiel availability of 94%, Mean Time Between Failure of 3,000 hours, and Mean Downtime of 110 hours; software requires 99.95% availability, 1,000 hours MTBF, and 30 minutes MDT.

Prospective contractors should submit company details, business size and socio-economic certifications, technical capability assessment for NII equipment and radiation detection systems, and up to three past performance references demonstrating similar contract size, scope, and complexity.

As a component of the United States (U.S.) Department of Homeland Security (DHS), Customs and Border Protection (CBP) is responsible for protecting our Nation’s borders in order to prevent terrorists and terrorist weapons from entering the U.S. while facilitating the flow of legitimate trade and travel. CBP is also responsible for apprehending individuals attempting to enter the U.S. illegally; stemming the flow of drugs and other contraband; protecting our agricultural and economic interests from harmful pests and diseases; protecting American business from theft of their intellectual property; and regulating and facilitating international trade, collecting import duties, and enforcing U.S. trade laws.

In support of this responsibility CBP has implemented and deployed numerous technology systems across the U.S. and internationally that require systems administration and maintenance services. ILD manages a 24/7 Maintenance Dispatch Center for maintenance activities. The Maintenance Dispatch Center (MDC) initially responds to service calls from the numerous CBP sites. The Maintenance Dispatch Center staff record the calls for service in the CBP databases ServiceNow and Integrated Logistics Support System, i.e., MAXIMO). Maintenance Dispatch Center staff issue requests for repair or maintenance services to the Contractor in the form of a Work Order (WO) that initiates the maintenance request. The Contractor responds to the CBP sites, effects repair or completes maintenance actions and provides periodic status updates and Work Completion Forms (WCF) to the Maintenance Dispatch Center based on the provided requirements contained in this Performance Work Statement.

SCOPE

The Contractor shall provide labor, services, equipment, parts, consumables, supplies, packaging, transport, shipment, and materials required to maintain NII and RDE Technologies (mobile, fixed, and portable) identified in this contract. This equipment includes accessories, peripherals, information technologies, and vehicle chassis, and control booth equipment and accommodations where applicable, that was identified during CBP site acceptance. This support is required at CONUS and OCONUS CBP locations and includes configuration management, warranty transitions, preventive maintenance, corrosion control, customer support/trouble call handling, corrective maintenance, system administration services, and failure trend/root cause analysis. Other requested on-demand maintenance and support services may include engineering, site surveys, parts provisioning, retrofits, relocations, source change outs, disposal, maintenance and operator refresher training, special event support, and emergency services on an occasional and emergent need basis.

INSTRUCTIONS

Interested parties are encouraged to respond to this notice if they have the capability and capacity to provide the identified services. The RFI process is an important part of CBP’s market research as required by the Federal Acquisition Regulation (FAR). Among other things, to justify a small business or 8(a) set-aside procurement, CBP’s market research must demonstrate that there are at least two small businesses or 8(a) small businesses capable of performing at a fair and reasonable price that are likely to submit offerors. Respondents need to list their current contract vehicles and whether or not they are a small business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned Small Business, 8(a) small business, Women-Owned Small Business, or small disadvantaged business.

The due date and time for responses is no later than 5:00 PM ET, October 30, 2026. The RFI/SSR responses shall be submitted electronic via email to all the following team members via a group email on or before the response date with the subject line "Integrated Logistics Division Maintenance and Logistics Support Services RFI”:
