About this opportunity

The Department of the Army Materiel Command Contracting Command at Redstone Arsenal is seeking innovative solutions to modernize the Integrated Battle Command System (IBCS), a critical air and missile defense capability that integrates sensors, effectors, and mission command nodes into a unified system-of-systems. The procurement targets hardware and software solutions that can enhance survivability by reducing electromagnetic signatures, improve mobility and system footprint, enable resilience in contested environments, and increase adaptability through modularity and rapid technology insertion. Key contract requirements include implementing a modular open systems approach, enabling system-of-systems integration across tactical to strategic levels, incorporating artificial intelligence and machine learning capabilities, and supporting integration with current platforms such as Sentinel A3 and PATRIOT systems with future expansion capability. Submissions will be evaluated on technical merit, schedule feasibility, scalability, reduced life-cycle costs, and the degree to which solutions address graceful degradation and minimized electromagnetic signatures. Solution briefs must be submitted by December 9, 2025 at 1500 EST, with the Q&A period having concluded as of the most recent amendment posted November 20, 2025.

This opportunity includes no set-aside designations and does not identify any incumbent contractors or predetermined solution constraints. The Army intends to award one or more Other Transaction (OT) Prototype Project contracts under 10 USC 4022, though the government reserves the right to select all, some, or no submissions received. No specific budget ceiling or award value range is disclosed in the pre-solicitation materials. Prospective vendors must possess a SECRET facility clearance, be classified as US persons, and submit an Organizational Conflict of Interest (OCI) analysis with their solution brief. The solicitation follows a multi-phase evaluation approach beginning with initial solution brief submissions, with potential for advancement to subsequent phases for selected proposals, establishing a structured pathway for prototype development and demonstration of IBCS modernization capabilities.

Purpose of Amendment 01:

  • Post Q&A
  • Revise Call for Solutions to correct admin errors and revise listing of Non-Government Advisors
  • Submission date remains unchanged of 9 December 2025, 1500 EST

PEO Missiles and Space (PEO MS) supports the Fires Enterprise by integrating sensors, effectors, and fire control into a system-of-systems (SoS) that delivers offensive and defensive fires for the Joint Force.

The IFMC Project Office develops and sustains mission command and fire control capabilities across all Army Air and Missile Defense (AMD) echelons. IFMC closes key operational gaps such as the Single Integrated Air Picture (SIAP), Integrated Fire Control (IFC), and critical asset defense while enabling adaptability against evolving threats.

The Integrated Air and Missile Defense (IAMD) Program builds on this foundation by unifying all Army AMD components into a SoS, delivering operational capabilities not achievable by individual systems. IAMD strengthens homeland defense, protects forces and critical assets, and preserves freedom of action by countering adversary air and missile threats.

At the center of IAMD is the Integrated Battle Command System (IBCS), the Army’s materiel solution that links current and future AMD sensors, effectors, and mission command nodes on a single common network. IBCS consists of Engagement Operations Center (EOC), Integrated Fire Control Network (IFCN) Relays, and integration kits to network-enable current and future AMD components (current IBCS MEIs are shown at the enclosure).

Initial IAMD fielding includes Sentinel A3 and PATRIOT system integration with future expansion to additional sensors and effectors.
