About this file

This document is a comprehensive Q&A Tracker for the Integrated Battle Command System (IBCS) Modernization Call for Solutions (Solicitation IBCS_26-01). The Army is seeking innovative solutions to modernize its Integrated Air and Missile Defense (IAMD) system, focusing on a full system architecture that addresses rapid, scalable integration of new capabilities, enhanced survivability, increased mobility, and improved sustainability. The solicitation is a pre-solicitation opportunity targeting hardware and software solutions that can potentially augment or replace existing IBCS capabilities, with an emphasis on open systems architectures, cloud-based strategies, and potential AI/ML integration.

Key details include a submission deadline of 9 December 2025 at 1500 EST, with a multi-phase approach where industry submits solution briefs that may advance to subsequent phases. The Army reserves the right to issue multiple awards as other transaction prototype projects, with no predetermined solution constraints. Proposers must have a SECRET facility clearance, be US persons, and potentially provide Non-Disclosure Agreements with listed advisors. The modernization effort spans multiple domains, including cloud integration, cyber survivability, and system interoperability, with desired capabilities for the Engagement Operations Center, Integrated Fire Control Network relays, and associated components. The solicitation targets a solution that can integrate with current systems like Sentinel A3 and PATRIOT while enabling future expansion to additional sensors and effectors.

34Section 7 lists 30 potential advisors with which submitters are recommended to complete NDAs. Even for large companies, executing 30 NDAs is a significant task. We request that the Government poll its potential advisors for participation in this competition (SAIC is potentially a prime or subcontract solution submitter) and eliminate those companies from reviewing submitted solutions. This action will eliminate the appearance of potential OCI within the Govenments Advisory Team. If the Government will not eliminate submitting companies from its Advisory Team, please publish which advisors are from submitting companies so bidders can prioritize NDAs with those Advisory companies.Non-Government advisors have been updated in Amendment 01 to the Call for Solutions.
