About this opportunity

The Department of State US Embassy Singapore is seeking a motor insurance provider to cover all U.S. Government owned official vehicles located in Singapore through a Request for Quote (RFQ 19SN1025Q0015). The solicitation seeks a fixed-price contract for third-party liability insurance coverage for vehicles across multiple U.S. government agencies, including the U.S. Embassy, Department of State, U.S. Commercial Service, and Bureau of Industry & Security. The government intends to award the contract to the lowest-priced, technically acceptable offeror who is deemed a responsible contractor, with evaluation based on initial proposals without anticipated discussions. Proposals must be submitted electronically to sgprocurementrfq@state.gov by April 25, 2025, at 4:30 PM Singapore time, and must include completed Standard Form 33, Section B pricing, Section K representations, and proof of System for Award Management (SAM) registration. Offerors must submit proposals in English, with electronic files not exceeding 30MB in Adobe Acrobat PDF format.

The contract will be performed entirely in Singapore and will run for an initial 12-month period starting June 1, 2025, with potential for extension. There are no specific set-aside designations for this opportunity, meaning it is open to all qualified contractors. The solicitation does not specify a precise award value or budget range, but requires comprehensive insurance coverage including bodily injury and property damage as mandated by local authorities. The contractor will be responsible for providing insurance policies, managing claims, and submitting monthly accident reports, with specific requirements around legal assistance and claim resolution. Interested offerors must be registered in the SAM database prior to proposal submission, with failure to do so potentially resulting in the proposal being deemed non-responsible and receiving no further consideration.
