About this opportunity

The Department of the Air Force Space Command is seeking logistics sustainment support for instrumentation tracking systems through the Instrumentation Range Support Program IV (IRSP IV) at Patrick Space Force Base, Florida. The contract will support multiple agencies including the Department of Defense, Department of Energy, NASA, and several foreign governments, focusing on maintenance and operations of tracking systems such as radar, telemetry, optical systems, flight termination systems, GPS, and data acquisition systems. Key contract requirements include providing personnel with Secret/Top Secret clearance, conducting engineering investigations, managing system relocations, performing component repairs, and establishing web-based ordering and financial tracking systems. The solicitation is using NAICS code 334511 with a 1,350-employee size standard, and responses are due by February 19, 2025, with a strict 12-page limit across three sections. The government encourages responses from small businesses, including those in teaming arrangements and mentor-protege agreements, though large businesses will also be considered.

The contract is not set aside for any specific business category and appears to be a re-competition of the existing IRSP III contract. The anticipated contract includes a 180-day transition period, with full performance beginning October 1, 2027, and a 10-year ordering period. The total contract ceiling is estimated between $500 million and $1 billion, covering comprehensive logistics and technical support across 33 domestic and international test ranges. The contractor will be responsible for program management, obsolescence engineering, inventory management of approximately 1.4 million government-owned parts, and processing requisitions with specific turnaround times—routine orders within 5 workdays and emergency requisitions within 24 hours. The contract will utilize various Contract Line Item Number (CLIN) types, including Cost-Plus-Fixed-Fee (CPFF), Firm-Fixed-Price (FFP), Cost-Reimbursement (CR), and Not-Separately-Priced (NSP) categories to accommodate the diverse service requirements.
