About this opportunity
The Federal Aviation Administration intends to solicit Instrument Landing Systems to establish and sustain existing infrastructure for CAT I/II/III approach procedures, with comments on the draft specification due October 2, 2026 at 5:00 PM EDT. This is a market survey, not a competitive solicitation; the FAA seeks industry input to refine technical requirements and finalize acquisition strategy for a future ILS contract.
The incumbent contractor is Thales ATM, Inc., located in Overland Park, Kansas, under Contract #693KA8-24-D-00009. The ILS comprises seven subsystems: VHF Localizer, UHF Glide Slope, VHF Marker Beacon, Remote Control, Localizer Far-Field Monitor, ILS/DME Monitor Receiver, and Remote Maintenance Monitoring, along with data security requirements.
Respondents must submit structured comments using the attached Comment_Matrix_ILS Spec in Microsoft Word format, with no page limitation. The FAA specifically requests information on Ultra-Wide Aperture ILS antenna technology, including localizer arrays with greater than 20-elements and/or glideslope arrays with greater than 3-dipoles, accompanied by radiation pattern graphics and technical specifications. Vendors must also provide corporate experience, technical approaches, corporate capabilities, concepts for acquisition strategy, and data rights information.
Technical requirements include electrical power operation (102–132 VAC, 57–63 Hz), compliance with MIL-STD-461H for electromagnetic compatibility, MIL-STD-810H for environmental testing, environmental operating conditions (−46°C to +50°C outdoor, −10°C to +50°C indoor), Line Replaceable Units, conformal coating for PCBs in uncontrolled environments, and numerous FAA Orders, FAA Standards, NFPA, IPC, IEEE, and UL standards. Applicable NAICS codes include 423610, 334511, 541330, 488190, and 541611.
Submissions must be emailed to Dwayne.Berry@faa.gov and Peter.t.rice@faa.gov and include company point of contact, telephone numbers, and email address. The FAA will not reimburse submission costs. Proprietary information will be retained within the agency.
