About this opportunity

The Department of Defense Education Activity intends to solicit digital instructional resources for six Career and Technical Education courses (Digital Imaging, Digital Media, Digital Publishing, Video Communications II & III, and Web Design) with formal solicitation release expected in the December-January timeframe and anticipated performance from March 2027 through March 2032. DoDEA expects to make one award and does not plan a set-aside.

This Request for Information, due August 21, 2026 at 1:00 PM EST, is pre-solicitation market gathering only and does not commit the government to issue a future solicitation. Responses are at the contractor's expense; the government will not reimburse RFI response costs. Failure to respond does not preclude participation in a future formal solicitation.

DoDEA seeks standards-aligned digital resources for students in each course, along with related professional learning and technical support. Contractors must provide and price certification preparation and exam components on a per-student basis, calculated against estimated enrollment from School Year 2025–2026. Professional learning comprises four 2-hour synchronous trainings per course across three area locations. All DoDEA schools operate on Schoology as the learning management system with single sign-on across locations. Contractors must demonstrate compliance with DoDEA's technical requirements spanning IT infrastructure (IT 01–12), networking (IT-NET 1–5), programming (IT-PRG 01–10), and web design (IT-WD 01–10) specifications, and must align course offerings to relevant industry certification exams such as Adobe Certification Exams. The College and Career Ready Standards governing curriculum were established in 2018 with no planned updates.

Potential responders should monitor SAM.gov for the formal solicitation announcement and supporting documentation.

  • The Government will not pay for any information or administrative costs incurred in response to this RFI; i.e., all costs associated with responding to this RFI are solely the responder’s responsibility.
