About this file

This is a Questions and Answers document (HE125426RFI0009) addressing clarifications for a federal contracting opportunity related to Career and Technical Education (CTE) courseware and training services.

The buyer requires contractors to provide and price both certification preparation and certification exam components for each CTE course on a per-student basis using estimated student enrollment from School Year 2025/2026. Course professional learning (PL) certificates are intended for teachers, while course exam certificates are for both teachers and students who successfully complete the course and pass the exam. The buyer anticipates four 2-hour synchronous trainings for each of the three area locations (not nine district locations). The College and Career Ready Standards were created in 2018 with no planned updates. Contractors must address compliance with DoWEA's technical requirements across four segments (IT 01-12, IT-NET 1-5, IT-PRG 01-10, and IT-WD 01-10) and align CTE cluster-level courses to relevant certification exams (such as Adobe Certification Exams). The contract is a six-year plan spanning 2027-2033. All DoWEA schools use Schoology as their Learning Management System (LMS) with a single sign-on (SSO) approach across locations.

HE125426RFI0009 Q&A

To be clear you require the below two items for Contractors to provide/price for each course:

• Certification preparation - Yes

• Certification exam - Yes

• Is this a correct interpretation of the certification requirement?

• If so, do you wish for contractors to price (CTE course license + certification exam)

PER STUDENT (using the est student enrollment from SY25/26)? Yes

You provided an example of a professional learning (PL) certificate opportunity for one of your CTE courses, ‘Digital Imaging’.

Please describe the di erence between the requirement for a contractor to provide a course PL certificate and the requirement for a contractor to provide a course exam certificate.

“Course PL certificate is for teachers. Course exam certificate is for teachers and students who successfully complete the course and pass the exam.”

For example:

Base Year Synchronous Trainings

• Do you anticipate four 2-hour synchronous trainings for each of the 3 AREA locations? YES

• Or do you anticipate four 2-hour synchronous trainings for each of the 9 DISTRICT locations throughout your 3 areas? No

Your College and Career Ready Standards (link provided in RFI) appear to have been created in 2018. Is this correct? YES. If so, are there plans to update/revise your CCR Standards for CTE? No

• When you ask to what degree our platform/courseware comply with DoWEA’s technical requirements, are you referring to the items indicated on pages 3-25 of your standards document (IT 01-12 and IT-NET 1-5, IT-PRG 01-10, and IT-WD 01-10)?

Yes

• If this assumption is correct, would you like the RFI response to address the degree of compliance for each of the four technical requirement segments (IT, IT-NET, IT- PRG, and IT-WD)? Yes

• We located DoWEA’s VHS Tech Requirements URL:

https://dvhs.dodea.edu/technical-requirements Please let us know if you wish for us to describe our course(s) alignment to the VHS Standards. This is important information to know since we align our CTE cluster-level courses to the certification exams. Example: Adobe courses will align to the Adobe Certification Exams. Yes

• Do all DoWEA Schools use Schoology or the same LMS globally and with a SSO approach in each school location? Schoology/LMS is DoWEA wide.

• Please clarify if this is a 5 year or a 6 year plan Six years 2027-2033
