About this file
This is a Request for Information (RFI) issued by the Department of Defense Education Activity (DoDEA) seeking contractor input on providing standards-aligned digital instructional resources for six Career and Technical Education (CTE) courses: Digital Imaging, Digital Media, Digital Publishing, Video Communications II & III, and Web Design. The RFI is a pre-solicitation notice intended to gather market information and does not constitute a binding commitment to issue a formal solicitation. DoDEA anticipates making one award and expects to post the formal solicitation on SAM.gov in the December-January timeframe, with an anticipated performance period of March 2027 through March 2032.
Responses to the RFI are due no later than August 21, 2026 at 1:00 PM EST. The Government will not reimburse any costs associated with responding to this RFI, and all response expenses are the responsibility of the contractor. Interested parties should note that failure to respond to the RFI does not prevent them from submitting proposals in response to any future solicitation. Potential contractors are advised to monitor SAM.gov for the official solicitation release and any additional documentation. In addition to digital resources for students, DoDEA is seeking information on contractors' capacity to provide related professional learning and technical support services.

2.0 Overview
2.1 Agency: For school year 2025-26, the Department of War Education Activity (DoWEA) will provide PK-12 instruction in 161 schools to approximately 66,000 dependents of active-duty military and civilian employees. In the Americas, DoWEA operates 50 schools located in seven states, Puerto Rico, and Cuba. In Europe and the Middle East, DoWEA operates 64 schools located in Germany, England, Netherlands, Belgium, Spain, Italy, Turkey, and Bahrain. In the Pacific, DoWEA operates 46 schools located in Korea, Japan (mainland and Okinawa), and Guam. DoWEA also operates a fully accredited virtual high school with teaching hubs in each region. Our curriculum, resources and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems.

2.4 Background: The current contract for this requirement is expiring; therefore, according to Federal regulations, it must be recompeted.
2.5 Requirements: Provide professional learning and test preparation resources for teachers as well as standards-aligned 100% digital resources and certification preparation resources for students for our Digital Imaging, Digital Media, Digital Publishing Video Communications II and III, and Web Design courses. DoWEA requires the most current version of certification preparation resources, which will need to be updated periodically throughout the life of the contract. DoWEA prefers to award one contract (i.e., one platform for all six courses) but may award multiple contracts, each for a base year and five option years.
Supporting Tasks: The tasks below are to help the Contractor gain a better understanding of the requirements to successfully meet the objective. They are not all inclusive, so the Contractor shall develop the total solution to meet all the requirements in accordance with a performance-based approach.
2.5.1 Draft Requirements
Digital Imaging, Digital Media, Digital Publishing, Video Communications II & III – The Contractor shall:
· Course Content: Provide student licenses/digital resources that are aligned to the standards and that enable students to apply lessons learned in a structured and meaningful way. Include content built around Adobe Creative Cloud.
· Professional Learning: Provide synchronous and/or asynchronous virtual professional learning for teachers focused on pedagogical best practices and platform knowledge geared towards the production and art of film. Note: See Requirements for Each Course (below) for additional information.
· Certification Requirements: Provide the certification preparation and exam as shown above.
Web Design – The Contractor shall:
· Course Content: Provide student licenses/digital resources aligned to standards and enable students to apply the lessons in a coherent and meaningful way. Include content built around Dreamweaver culminating in its certification exam.
· Professional Learning: Provide synchronous and/or asynchronous virtual professional learning for DoWEA teachers that is focused on pedagogical best practices and platform knowledge geared towards visual (print) design and web design. Note: See Requirements for Each Course (below) for additional information.
· Certification Requirements: Provide the certification preparation and exam as shown above.
Requirements for Each Course – The Contractor shall:
· Assign licenses/digital resources to teachers by Agency and allow for teacher transitions as necessary to maintain professional development across the Agency. Provide, as appropriate/ feasible, enterprise licensing.
· Assign licenses/digital resources to students with the flexibility to unassign and reassign as needed during the school year as students transfer.
· Deliver web-based resources (such as access codes) no more than three business days after receipt of a delivery order.
· Asynchronous product training is preferred for course overview and platform navigation. Synchronous training sessions shall be required for pedagogy for all learners and related topics and delivered during the normal school hours of DoWEA’s regions—Americas, Europe, and Pacific—that is 7AM to 3:30PM local time. Each professional learning content session may require multiple delivery opportunities to accommodate various school schedules from year to year. Synchronous sessions shall include teacher technical support to assist with any needs related to virtual synchronous learning. In addition, each session shall be recorded and placed on DoWEA’s learning management systems (Schoology/Cornerstone).
· The number of asynchronous and, if applicable, synchronous delivery sessions and time zones will be negotiated post-award.
· In the Base Year, each teacher shall receive an estimated four 2-hour synchronous sessions of professional learning spread across four professional learning days. In Option Years 1-3, each teacher shall receive an estimated one 2-hour synchronous session.
· Culminate all teacher professional learning with a certification opportunity. Digital Imaging professional learning, e.g., shall allow teachers an opportunity to earn a nationally recognized Digital Imaging certification. Note: Costs related to obtaining the certificate itself will be borne by the teachers, not the Agency.
· Support personnel shall be provided a synchronous or asynchronous virtual briefing not to exceed two hours in length that shall include course objectives/ outcomes, program overview, website navigation tips, and implementation markers teacher participants should know. If the briefing is synchronous, it shall be recorded and placed on DoWEA’s LMS.
· Update digital resources at least annually and ensure they remain aligned to the certification testing version/requirements.
Technical Support: The Contractor shall provide industry-standard technical support for its digital resources for the life of the contract via telephone or email within one business day from the initial contact to include but not limited to assisting with service problems, product setup, upgrades, and troubleshooting.
Technical Requirements for Digital Instructional Resources – The Contractor shall:
· Provide digital resources designed to run in DoWEA learning management system (Schoology and Cornerstone), both of which operate within our virtual learning environment (VLE). In addition, provide teacher and student access to the Contractor’s digital resources through a single sign-on platform that uses one username and password to access what is needed, specifically, via DoWEA’s identity, rostering, and management platform, e.g., ClassLink.
· Deliver digital resources are either (1) integrated via our LMS to the digital resources hosted by the Contractor or (2) hosted externally by the Contractor but accessible via DoWEA’s LMS and Google Classroom to the digital assignments and assessments imported, hosted, and maintained in the LMS.
· Ensure the course content meets the following specifications:
| 1) | Conforms to IMS Learning Global Consortium (IMS) content packaging specifications. |
| 2) | Uses imported content, if required, conforming to IMS content packaging specifications. |
| 3) | Uses code that does not disable LMS features when digital resources are accessed. |
| 4) | Requires single—not multiple—authentications to access content via our LMS. |
| 5) | Incorporates, where applicable, assessments that are IMS Test and Question Interoperability (QTI)-conformant. |
| 6) | Uses content-hosted externally that conforms to any of the existing versions of IMS Learning Tools Interoperability (LTI), per www.imsglobal.org. |
Third-Party Programs, Software, and Applications: The Contractor shall ensure its own and its sub-contractors’ (third-party) programs, software, and applications meet—at a minimum—the same technical requirements as the Contractor must meet, such as single sign on (SSO) and Federal Risk and Authorization Management Program (FedRAMP) Level 2, etc. Note: On a case-by-case basis, DoWEA may honor requests to waive the FedRAMP Level 2 requirement.
