About this opportunity

The US Army Corps of Engineers Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL), has issued a Special Notice announcing its intent to conduct a sole source procurement for an Instron SR20 Capillary Rheometer from Illinois Tool Works Inc. This equipment is required to support the laboratory's ongoing force protection research and development programs focused on advanced manufacturing and material characterization. The rheometer will be used to analyze the melt rheology and flow properties of polymer and plastic materials, with a required temperature range capability of up to 450°C. The procurement falls under NAICS code 334519 (Other Measuring and Controlling Device Manufacturing) with a size standard of 600 employees and will be awarded under FAR 13.106(b)(1)(i).

The primary purpose of this notice is to inform the contracting community of the government's intent to pursue a sole source acquisition while providing an opportunity for other vendors to demonstrate their capabilities. Interested contractors may submit capability statements, proposals, or quotations by 1:00 PM CST on June 3, 2025, to the designated contracting officers via email, including detailed descriptions of their ability to fulfill the requirement and relevant past experience with similar projects. The government will consider all responses solely to determine whether to conduct a competitive procurement instead of the planned sole source approach. Contractors must demonstrate their capability to provide equipment that meets the specific technical requirements, including piston-die configuration compliance with ISO 11443 and ASTM D3835 standards, pressure transducer capabilities up to 200 MPa, and the ability to perform various polymer testing analyses. The final decision on whether to compete this requirement remains at the government's discretion based on the responses received.
