About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is conducting a sole source procurement for Instron software and equipment upgrades for the 582nd Missile Maintenance Squadron's Propellant Test Lab at Hill Air Force Base, Utah. The procurement involves updating Bluehill Universal Testing Software and related equipment for multiple testing machine controller series (5900, 5500A, and 6800), including Windows 11 dashboards, frame handsets, and various system components necessary to address current reliability issues with existing systems experiencing crashes and data loss. The requirement is structured as three Contract Line Item Numbers (CLINs) on a firm fixed price basis, with vendors required to provide their CAGE Code and Unique Entity Identifier when submitting quotes. Evaluation will be conducted in accordance with FAR 13.106-2, considering price, meeting specifications, and performance within the specified timeframe. Questions regarding the acquisition must be submitted by August 7, 2025 at 3:00 p.m. MST, with all proposals due by August 21, 2025 at 3:00 p.m. MST to Contract Specialist Rachel Wright and Contract Officer Melissa Huston.
This procurement does not utilize any set-aside designation and is anticipated as a sole source award to Instron, A Division of Illinois Tool Works, Inc. (CAGE 80160), based on the proprietary nature of the existing systems and compatibility requirements. While the total contract value is not fully disclosed in the available documentation, the procurement includes comprehensive software licenses, operator dashboards with touch computers, onsite software introduction, and related accessories across multiple testing configurations. The period of performance is established at 120 days after receipt of order, though vendors may propose alternate delivery schedules if this timeframe is not practicable, with pricing validity required for 90 days from proposal submission. Performance will occur at Hill Air Force Base, Utah, specifically at Building 847, 7563 Wardleigh Road, with delivery coordinated through designated points of contact Juan Martinez and Tad Lloyd. The procurement includes standard manufacturer warranty coverage and follows the Wide Area Workflow (WAWF) payment process after equipment receipt, inspection, and compliance confirmation.
