About this opportunity

The Department of the Navy Naval Air Systems Command Naval Air Warfare Center is procuring a mineral insulated (MI) cable system for installation at the Propulsion Systems Evaluation Facility (PSEF) building at Patuxent River Naval Air Station. The project involves developing a heated air system for a turboshaft engine inlet, with the MI cable designed to prevent pipe freezing and protect system components by handling steam piping at 600°F and operating at 30 amps and 120 volts for pipes ranging from quarter-inch to three inches in diameter. Contractors must be registered in the System for Award Management (SAM) database and submit brand name quotes that include technical information, published price lists, authorized distributor letters, CAGE codes, point of contact email, lead times, and grand total amounts. The solicitation will be awarded on a firm fixed-price basis using an "all or none" evaluation approach, meaning offerors must quote for the complete scope of work. All quotes must be submitted via email to benjamin.r.flores3.civ@us.navy.mil no later than 3:00 PM on August 26, 2025, with quotes required to remain valid for 60 days.

This procurement does not utilize any set-aside designations and is being conducted on a full and open competitive basis. No incumbent contractors or current service providers are identified in the solicitation materials. While specific award values are not disclosed, the procurement includes 13 line items covering multiple MI heater sections, connection kits, power connection equipment, heat trace controllers, insulation materials, and supporting components. The contractor will be responsible for conducting a site visit, installing the complete cable system with aluminum jacketing and PVC covers, training PSEF personnel on system operation, and disposing of existing insulation materials. Performance will take place at Patuxent River, Maryland, with delivery scheduled for August 25, 2025, and the contractor must provide engineering specifications, installation instructions, and performance documentation as part of the deliverables.
