The solicitation requires installing one 5.6 KW, single-phase, 200V wall-mounted air conditioning unit with a wireless remote controller in each apartment's master bedroom. Contractors must handle complete installation, including electrical wiring, gas piping, drain lines, and wall/ceiling restoration, while adhering to Japan Building Electrical Codes. The government intends to award a firm-fixed-price contract to the responsible company submitting the lowest acceptable quote, with the potential to hold discussions if needed. Key deadlines include a mandatory pre-quotation conference on May 16, 2025, and electronic quotation submissions due by 12:00 noon on May 30, 2025, with all contractors required to be registered in the System for Award Management (SAM) prior to submission.
The solicitation is not set aside for any specific group of contractors and applies to all responsible sources. The projected contract value ranges between $100,000 and $250,000, with a requirement for completion within 30 calendar days of award. Contractors will be permitted to park vehicles inside the Mitsui Housing Compound and will be provided a small storage space during the project. The installation work involves 26 total apartments (13 even-numbered and 13 odd-numbered), with contractors allowed to work at multiple locations simultaneously, provided each site is completed within 5 days. The project includes specific installation requirements such as drilling new gas pipe holes, using protective covers in occupied residences, and providing a one-year guarantee on workmanship. Contractors must perform operation tests and make any necessary corrections at no additional cost to the Embassy, with the entire project taking place in Tokyo, Japan.
