All materials must be new and defect-free, compliant with OSHA standards and manufacturer specifications. The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors, with a small business size standard of $19.0 million. The PSC code is N045. Quotations must include a completed Standard Form 1449 with pricing in Block 24, proof of service capability on company letterhead with no third-party pass-through quotes, proof of valid Texas plumbing license, and past performance documentation. Award will be made on a lowest-price, technically-acceptable basis to the responsible offeror. Offers must remain firm for 90 calendar days from receipt.
