The notice indicates that PSNS & IMF intends to procure Original Equipment Manufacturer (OEM) inspection, testing, and minor repair services for CO2 removal units, burners, and an Air High Pressure Dehydrator supporting Seawolf class submarines. This is not a competitive procurement, though interested parties may submit expressions of interest and capabilities. The stated period of performance is December 15, 2025 through February 3, 2026, with actual work scheduled for January 7 through January 28, 2026, at Olympic Pier Naval Base in Bangor, Washington.
The primary objective of this Special Notice is to inform the contracting community of the government's intent to sole-source this specialized maintenance work while allowing interested parties an opportunity to express their capabilities and interest. Prospective contractors must submit written responses by November 13, 2025, at 12:00 PM PST to indicate their interest and qualifications for the requirement. All responding firms must be registered in the System for Award Management (SAM) to be eligible for contract award, and employees will require a Confidential security clearance and access to restricted Naval Nuclear Propulsion Information. The work encompasses pier-side inspections, pre-availability tests, and technical grooming of submarine equipment, with the contractor responsible for providing all necessary tools, personnel, and consumable materials while the government supplies hazardous waste disposal, rigging services, and temporary utilities. The government retains sole discretion to determine whether to conduct a competitive procurement based on the responses received.
