About this opportunity
The U.S. Army Intelligence and Security Command (INSCOM), through the Army Contracting Command-Detroit Arsenal, is seeking aviation maintenance training courses for the Global 6500 aircraft maintenance personnel. The procurement will be a Firm Fixed Price contract under NAICS code 611512 (Flight Training) with a potential 60-month duration consisting of a 12-month base period and four 12-month option periods. Vendors must submit a two-page capabilities statement in Times New Roman font (10-pitch minimum) by 4:00 PM EST on December 21, 2024, to Christina.l.cano-dickey.civ@army.mil. The training requires instructor-led classroom instruction covering aircraft inspection, servicing, and operational theory of airframe and major subsystems, to be conducted at the vendor's facility in North America. Evaluation criteria will likely focus on past performance, instructor qualifications, course offerings, training formats, scheduling flexibility, industry certifications, and pricing models.
The contract has no specific set-aside designation and will be open to all qualified vendors registered in the System for Award Management (SAM). While no incumbent contractors are mentioned, the contract is designed to support INSCOM's transition from turboprop aircraft to the High Accuracy Detection and Exploitation System (HADES). The procurement allows for a maximum of five students per year, with training to be delivered on a per-student, Firm Fixed Price basis. The NAICS size standard for this opportunity is $34 million, indicating potential for both small and large businesses to compete. The Product Service Code is U0006 (Education/Training-Vocational/Technical), and vendors will be required to have a DUNS number as part of the mandatory registration requirements.
