Statement of Work for US Army Intelligence and Security Command Bombardier Global 6500 Aircraft Maintenance Training
1.0 Background. The INSCOM G4 Aviation Branch and select members of INSCOM Major Subordinate Commands (MSCs), provide oversight and management of sustainment operations on INSCOM’s fleet of Aerial Intelligence Surveillance and Reconnaissance (AISR) fleet. As a result of a HQDA directed AISR transformation, INSCOM is transitioning from its current fleet of turboprop aircraft to the High Accuracy Detection and Exploitation System (HADES), which is based on the Bombardier Global 6500 business jet. During this transition, INSCOM personnel will be required to perform maintenance oversight functions on Contractor Owned and Contractor Operated (COCO) AISR platforms based on the Bombardier Global 6500, being used as a capability gap filler during acquisition and fielding of HADES. To effectively support maintenance oversight functions, INSCOM personnel require aircraft maintenance training on the Bombardier Global 6500.
2.0 Scope/Objective. INSCOM is seeking a commercial vendor to provide initial level maintenance training for Bombardier Global 6500 aircraft. The desire is for INSCOM personnel to receive instructor led classroom training that addresses the inspection, servicing, and theory of operation of the airframe and all major aircraft subsystems. Additionally, INSCOM is seeking training on aircraft Auxiliary Power Unit, Engine Run, and taxi operations. Hands on training using aircraft or simulator training devices to the maximum extent possible is also desired. Additional considerations and requirements are provided below.
2.1 The vendor shall be responsible for providing all classroom spaces, reference materials and training devices/simulators necessary to meet this requirement.
2.2 In order to minimize cost and expedite the availability of training, it is the intent for this to be a non-developmental acquisition utilizing existing commercially available training courses to the maximum extent possible.
2.3 In order to minimize travel and temporary duty costs for personnel attending training, it is desirable for training locations to be in North America.
3.0 Applicable Documents. Title 14 Code of Federal Regulations, Aeronautics and Space, Part 65—Certification: Airmen Other Than Flight Crewmembers.
4.0 Task. Provide Bombardier Global 6500 Aircraft Maintenance Training for up to five maintenance personnel per year and scheduled as necessary to support aviation maintenance oversight requirements.
5.0 Place of Performance. Training shall be conducted at the vendor’s facility.
6.0 Type of Contract. The Government intends on awarding a Firm-Fixed Price (FFP) contract to meet this requirement. This contract will be a FFP per student with the annual student cost established per option year. The contract will be structured to support no minimum number of students per year with a maximum of five students per year.
7.0 Travel. Contractor travel not required.
8.0 Government Furnished Property. Not Applicable, the vendor shall be responsible for providing all classroom spaces, reference materials and training devices/simulators necessary to meet this requirement.
9.0 Hazards Information. Not Applicable.
10.0 Security. There are no security clearance requirements associated with this acquisition.
11.0 Identification of Contractor Employee(s). Not Applicable
12.0 Delivery. As scheduled.
13.0 Deliverables Schedule. The Contractor shall provide maintenance training slots as scheduled/required by INSCOM G4 Aviation.
