About this opportunity
The U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), is seeking information from capable firms to assess, repair, refurbish, and restore operational readiness for two Bearcat armored vehicles located in Kingston, Jamaica, for use by the Jamaica Constabulary Force Specialized Operations/SWAT unit. This Request for Information (RFI) is issued solely for market research and acquisition planning and does not constitute a solicitation or commitment to award a contract. Interested vendors must attend a mandatory single, coordinated site visit scheduled for April 29, 2026, at 10:00 a.m. Kingston time, with RSVP required by April 22, 2026. RFI responses are due by May 20, 2026, at 4:00 p.m. U.S. Eastern Time, and written questions may be submitted through May 13, 2026. Evaluation of vendor responses will be based on technical approach, including on-site inspection and diagnostic capabilities, in-country repair capacity through either traveling technicians or qualified local partners, relevant experience with armored vehicle repair and maintenance outside the United States, socioeconomic status, rough order of magnitude cost estimates, and past performance examples.
This pre-solicitation notice includes no set-aside designations and identifies no current incumbent contractors. The two vehicles requiring repair are identified by VINs 1FDAF5HT2CEB19119 (JCF ST# 5000) and 1FDAF5HT2CEB19120 (JCF ST# 5001), with Vehicle 1 currently operable but degraded and Vehicle 2 non-operational. While no specific award value or budget range is disclosed in this RFI phase, vendors must provide rough order of magnitude estimates covering mobilization and travel, diagnostic inspection, parts procurement and shipping with export and import considerations, repair labor by major system, testing and acceptance, and warranty and support services. Contractors will be responsible for all labor, tools, test equipment, parts, materials, shipping and logistics, quality control, and functional testing, with deliverables including a Project Management Plan, Diagnostic Inspection Reports, a Final Repair Plan with Bill of Materials, and a Final Closeout Package with warranty documentation.
