About this file
This is a Statement of Work (SOW) for the repair, refurbishment, and restoration of two Bearcat armored vehicles operated by the Jamaica Constabulary Force (JCF) Specialized Operations/SWAT in Kingston, Jamaica. The U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), is funding the work through the U.S. Embassy Kingston. The two vehicles (VIN/Serial: 1FDAF5HT2CEB19119 [JCF ST# 5000] and 1FDAF5HT2CEB19120 [JCF ST# 5001]) require comprehensive assessment and repair to restore operational readiness, with Vehicle 1 currently operable but degraded and Vehicle 2 non-operational.
The contractor must perform 11 primary tasks encompassing project management, on-site diagnostic inspection, repair planning and parts procurement, and repairs across mechanical/hydraulic, electrical/lighting, camera/monitor, air conditioning, ballistic glass, tires, door locks, and sustainment systems. Key deficiencies to address include hydraulic leaks, inoperable camera/monitor systems (potentially obsolete), non-functional A/C systems, ballistic windshield delamination, run-flat tire replacement, jammed gunner stands and hatch releases, damaged lighting assemblies, non-functioning door locks, and provision of a suitable jack system. The contractor is responsible for all labor, tools, test equipment, parts, materials, shipping/logistics, quality control, and functional testing. Deliverables include a Project Management Plan, Diagnostic Inspection Reports for each vehicle, a Final Repair Plan with Bill of Materials, task-specific completion reports, and a Final Closeout Package with warranty documentation. The contractor must provide a minimum warranty covering workmanship and installed parts with stated response times and replacement/repair processes, and work may include either traveling technicians or qualified local repair facility support, with the contractor maintaining full responsibility for quality, schedule, and deliverables.
