About this opportunity
Fermi Research Alliance, LLC (FRA), on behalf of the Department of Energy's Fermi National Accelerator Laboratory, is soliciting proposals for the design, production, testing, certification, packing, and shipping of eight (8) inline safety valves for the Long-Baseline Neutrino Facility (LBNF) Cryostats 1 and 2. The valves must meet technical requirements for use in cryogenic systems operating at temperatures down to -186.15°C and pressures up to 2.5 bara, with a maximum leak rate of 1E-09 mbar*liter/sec. Proposals will be evaluated based on the offeror's past experience, technical approach, and quality plan. The proposal due date is April 30, 2024, and the deadline for receipt of offeror questions is April 24, 2024.
This solicitation does not have a set-aside designation. The NAICS code is 333999 (All Other Miscellaneous General Purpose Machinery Manufacturing) and the PSC code is 4730 (Valves, Packed-Type). The LBNF project, which supports the Deep Underground Neutrino Experiment (DUNE), is located at the Sanford Underground Research Facility in Lead, South Dakota. The contract is expected to be awarded shortly after the proposal due date, with the valves to be delivered by February 16, 2024 to support the installation and commissioning of the cryostats.

Update #4 · Latest ·
AMENDMENTS 1, 2, and 3 are now available for download.
Solicitation LBNF-335217-JD is issued by Fermi Research Alliance LLC (FRA) to seek proposals for the supply of safety valves on the inline side penetrations of Cryostats 1 and 2 within the Long-Baseline Neutrino Facility (LBNF). The supply scope encompasses the design and production of eight (8) valves, inclusive of testing and certification, as well as packing and shipping. Specific requirements are identified in the Statement of Work.
Project Background: LBNF (http://lbnf-dune.fnal.gov/) will provide the infrastructure necessary to support the massive neutrino detectors located deep underground at the Sanford Underground Research Facility (SURF) in Lead, South Dakota (SD). The Deep Underground Neutrino Experiment (DUNE) will employ four (4) such detectors, housed in cryostats requiring almost 70,000 tons of liquid argon (LAr), about 17,400 tons for each cryostat. DUNE (http://www.dunescience.org/) is expected to achieve transformative discoveries, making definitive determinations of neutrino properties, examining the dynamics of supernovae that produced the heavy elements necessary for life, and probing the possibility of proton decay.
