About this opportunity

The Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) published a sole-source justification notice for the award of a 12-month maintenance service contract for an IP6500 VACIS non-intrusive inspection scanner located at the Corinto border crossing in Honduras. The contract was awarded to LEIDOS under the authority of 41 U.S.C. 1901 for $258,923.00, covering maintenance services including 24/7 help desk support, problem resolution, preventive maintenance, hardware replacement, software updates, and remote monitoring. The sole-source justification is based on LEIDOS's unique qualifications as the original equipment manufacturer (OEM) with proprietary technical knowledge, certified personnel, and exclusive access to components necessary for servicing this specialized border security system. The urgency of the award stems from the scanner currently being non-operational, which increases risks of undetected contraband and compromises Honduras's border security operations. Market research conducted on SAM.gov confirmed that no other vendors could meet the specific technical requirements for maintaining this critical inspection equipment used for screening cargo and vehicles to detect contraband, narcotics, and weapons.
