About this opportunity
The U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs, is conducting market research to identify vendors capable of designing, fabricating, and delivering 80 double-bunk stackable modular "SteelCell" detention units and four structural steel mezzanines for a high-security prison facility in Port-au-Prince, Haiti, with responses due by May 19, 2026.
This is a sources-sought notice only and does not constitute a solicitation or commitment to award. The critical constraint is immediate availability: vendors must have "SteelCell" units already fabricated and warehoused, ready for deployment upon award. The period of performance cannot exceed three months from contract award, with a target completion date of July 31, 2026.
Place of performance is the United States for design and fabrication; delivery is FOB destination Port-au-Prince. The contractor must provide 80 units measuring 8' 4.25" W × 12' 6.5" L × 8' 4.5" H, engineered design and fabrication of four structural steel mezzanines with railings, stairs, and bar grating, all installation components, shop drawings, Operations and Maintenance manuals in French and English, a warranty plan, installation training for INL implementers, and shipping. All products must comply with ACA detention standards and adhere to IBC, ASTM, AISC 360, and ASCE 7 codes. Mezzanines must be 4'-0" wide with OSHA-compliant stairs and either hot-dipped galvanized or painted finishes.
NAICS 332311 applies. Interested vendors must email Contracting Officer Courtney Wesely at WeselyCJ@state.gov with UEI, small business size status, confirmation of delivery capability, and confirmation that "SteelCell" equipment is immediately available.
