About this opportunity
The U.S. Army Corps of Engineers, Philadelphia District, intends to issue an Invitation for Bid for a firm fixed-price construction contract for maintenance dredging operations along the Inland Waterway Chesapeake and Delaware Canal and Upper Chesapeake Bay. The project involves dredging various locations from Station 00+000 to Station 250+440, with specific depth requirements of 36 feet MLLW plus 1 foot allowable depth from Station 00+000 to 99+000, and 35 feet MLLW plus 1 foot allowable depth from Station 99+000 to Station 250+411. A critical requirement is that all dredging activities are restricted between April 1 and September 30 annually to minimize impacts to migratory fish, and from Station 99+000 to Station 250+440, dredging must extend 25 feet outside channel limits where shoaling occurs. This pre-solicitation notice was posted on July 28, 2025, with responses due by August 12, 2025, and the full solicitation W912BU25BA018 is expected to be released on August 13, 2025.
This procurement does not utilize any set-aside designations and falls under NAICS code 237990 for Other Heavy and Civil Engineering Construction. The estimated contract value ranges between $10,000,000 and $25,000,000, representing a significant maintenance dredging operation. The project spans approximately 250 stations along the canal system, requiring specialized dredging equipment capable of achieving precise depth specifications while adhering to seasonal environmental restrictions. No information about potential incumbents or current contractors was disclosed in this pre-solicitation notice. The contract structure as a firm fixed-price arrangement indicates that the selected contractor will bear the risk for cost overruns while having the opportunity to benefit from efficient project execution.
