About this opportunity
The Department of State Office of Acquisition Management, on behalf of the Bureau for International Narcotics and Law Enforcement Affairs (INL), seeks two Fast Response Boats for the Pakistan Maritime Security Agency with proposals due August 13, 2026 and questions due August 4, 2026. This is an unrestricted, full and open competition under FAR 12 for commercial products and services.
Place of performance is Pakistan, with delivery required 9–12 months after contract award or export license receipt (estimated May 31, 2027) via FOB Destination to Karachi port. Vessels must meet or equal the Zodiac Milpro SRA 1050 full-cabin hybrid RHIB specification: minimum 10.5-meter length, 3.2-meter beam, twin outboard 200–300 HP petrol engines, aluminum hull (marine-grade 5083), 12-person seating, minimum 40-knot speed under operational load (45 knots preferred), and 300 nautical mile range. Deliverables include two road-transportable trailers, complete documentation, initial spare parts, tools, and 8 days of on-site manufacturer training (5 days operator training for 24 personnel; 3 days maintenance training for 24 personnel). The contract is firm fixed price payable in U.S. dollars with no escalation or exchange rate adjustments. Warranty coverage is minimum 12 months from final acceptance. Vessels may be sourced from any country. Offerors may employ Pakistan-based subcontractors for logistics, warranty repair, and after-sales support. Past performance requirements (three similar boat contracts within two years) may be satisfied by combining prime contractor experience with that of the proposed OEM or key subcontractor. Evaluation criteria include specification compliance, delivery and logistics plan, warranty and service terms, after-sales network availability in Pakistan, past performance, and price. Offerors must be registered in SAM.gov under NAICS 336612. An amendment issued August 3, 2026 deleted FAR 52.225-5 (Trade Agreements) and FAR 52.219-33 (Nonmanufacturer Rule).
