About this opportunity
The U.S. Department of State's Narcotics Affairs Section is seeking to procure personal protective equipment (PPE) and training materials for law enforcement training as part of a bilateral effort to combat criminal activity between the United States and Mexico. The solicitation (RFQ 19MX9025Q0007) requires vendors to provide 14 line items of safety equipment, including high-visibility safety vests, safety helmets, safety glasses, hearing protection, respirators, gloves, coveralls, and first aid kits. Potential contractors must be registered in the System for Award Management (SAM) and comply with federal telecommunications equipment restrictions. The evaluation criteria will focus on selecting the lowest-priced, technically acceptable responsible quoter. The deadline for submissions is April 28, 2025, at 16:00 hours Mexico City time, with quotations to be submitted in Mexican pesos or U.S. dollars.
The solicitation does not have a specific set-aside designation and will be open to all qualified vendors. The equipment is to be delivered to two Mexican ports: Veracruz and Lazaro Cardenas, within 30 business days of order receipt. Quantities for the PPE items range from 4 to 180 units per item type, with specific size and distribution details provided in the solicitation attachments. The place of performance is specified as Manuel Contreras, 91899 Veracruz, Ver., Mexico, and the procurement is directly tied to the U.S. Department of State's ongoing efforts to support Mexican law enforcement training and criminal activity mitigation. All equipment must be new and sourced through manufacturer-approved channels, with detailed technical specifications outlined in the Request for Quotations document.
