About this opportunity

The Department of State, Bureau of International Narcotics and Law Enforcement Affairs, seeks 5,960 Glock G17 Gen 6 duty handguns in 9x19mm caliber and 2,065 system components for the National Police of Ukraine and State Border Guard Service of Ukraine, with proposals due September 10. This is a service-disabled veteran-owned small business set-aside and a brand-name sole-source procurement justified by standardization with over 3,000 previously purchased Glock handguns already in NPU/SBGS inventory, established training and maintenance infrastructure, and compliance with Arms Export Control Act and International Traffic in Arms Regulations requirements.

Place of performance is Ukraine. All 5,960 handguns must be configured with A-CUT milling, three-dot green tritium night sights, flat-faced triggers, and three 17-round magazines per unit. The 2,065 system component sets include Aimpoint COA optics (3.5 MOA dot, night-vision compatible, waterproof to 20 meters) with mounting hardware. The contractor must be an authorized manufacturer distributor obtaining items directly from Glock US with no aftermarket parts, all factory-assembled. Each weapon must ship with English and Ukrainian language operator and maintenance manuals, cleaning kits, and a one-year manufacturer warranty. The manufacturer must hold ISO 9001:2008 certification. The contract is firm-fixed-price with all costs including export licenses, shipping, and insurance included in pricing. First partial delivery is required within 90 days of order receipt; period of performance does not exceed 300 calendar days from award. Contractors must provide minimum three past performance references for similar contracts exceeding $50,000 each and demonstrate export compliance experience specific to weapons. NAICS code 332994, PSC 1005.
