About this file
This is a Justification and Authorization (J&A) document for other than full and open competition issued by the U.S. Department of State, Global Acquisitions bureau for the International Narcotics and Law Enforcement (INL) office.
The acquisition seeks approval to procure 5,960 Glock 17 Gen6 handguns on a brand-name basis through a Firm-Fixed-Price (FFP) contract for delivery to INL partners in Ukraine at the Kyiv overseas post. The justification for sole-source procurement cites 41 USC 3304 authority and demonstrates that only Glock weapons satisfy agency requirements. The primary rationale centers on standardization with existing inventory of over 3,000 previously purchased Glock handguns, which enables continuation of established training, maintenance, and spare parts programs. INL partners possess existing armorer training and maintenance infrastructure specific to Glock systems. Procuring alternative weapon systems would delay deployment by three to six months, require approximately $150,000 in additional training costs, create safety risks to personnel, and necessitate incompatible spare parts and logistics support. Ukrainian law enforcement units received Glock-specific user and maintenance training 12 to 14 months prior and advanced pistol training in July 2026. Market research was conducted using historical award information, subject matter expert knowledge, and responses to source sought notice 19AQMM25N0038. The Contracting Officer has determined the anticipated price will be fair and reasonable based on price competition and comparison to substantially similar items. The document includes technical and legal certifications and requires Competition Advocate approval from the Bureau of Global Acquisitions.

RFO FAR 6.103-1 – Only one responsible source and no other supplies or services will satisfy agency requirements.
SECTION 5: DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S
UNIQUE QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES
USE OF THE AUTHORITY CITED
INL Kyiv partners previously purchased over 3,000 Glock duty handguns, this purchase supports the standardization with existing inventory for training, maintenance, and spare parts.
This specific acquisition action is for the continued development of a sustainable weapons program with the purchase and delivery of United States manufactured handguns. The USG would incur additional and unnecessary costs to establish a parallel training, maintenance and spare parts support program if another brand is presented.
Interoperability is another variable, INL partners have existing armorer’s training and have maintenance infrastructure already in place. The purchase of different weapons systems would lead to a delay in deploying the weapons as required user training and armorer training will have to take place, another weapon system would not be compatible with spare parts and logistics maintenance. This will delay the deployment of the program by three (3) month to six
(6) months. Presenting another manufacturer would require interoperability training which our timeline does not provide. INL Kyiv partners would be placed at higher risk of human safety if such a delay is incurred. In addition, the USG would have to pay additional costs of approximately $150,000 in training technical and user personnel on the proper use and maintenance of a different weapon system than what is in their inventories. Ukraine Law Enforcement units received user and maintenance training 12 to 14 months ago on Glock weapons and more recent during July 2026, Ukrainian supported units received advance Glock pistol training. The requirement is to have the items delivered in the most expeditious means possible to ensure they are available to INL partners as soon as possible.
The proposed Glock duty handgun fully meets the operational requirements of INL partners.
