All ammunition must be new, manufactured to U.S. Military specifications with DODICs, packaged to military standards in cartons, cans, and crates with no bulk packing permitted, and comply with ISO 9001:2008 certification with manufacturer testing documentation. Ammunition must be compatible with M4 patrol rifles and duty handguns provided to the partner nation. The offeror is responsible for obtaining ammunition directly from the manufacturer with 100% manufacturer assembly; no aftermarket or non-manufacturer parts are permitted. Delivery is FOB Origin, with a deadline of 270 calendar days from award (estimated June 28, 2027). The contractor must hold an AECA and ITAR authorization and provide a one-year manufacturer warranty.
Place of performance is Ukraine. NAICS is 332994 (Small Arms, Ordnance, and Ordnance Accessories Manufacturing) with a 1,000-employee size standard. PSC is 1305 (Ammunition, Through 30mm). Evaluation criteria include technical specifications compliance and quality control documentation, delivery timeline, export compliance experience specific to weapons, past performance on weapons contracts (minimum three references exceeding $50,000 each, preferably with Ukraine deliveries), and price. The contracting officer is Courtney J Wesely. A Question and Answer document was posted September 3, confirming NAICS waiver of the Nonmanufacturer Rule and clarifying specification and packaging requirements.
