About this file

This is a Questions and Answers (Q&A) document for RFQ 191NLE26Q0132, addressing clarifications regarding ammunition procurement requirements for the Bureau of International Narcotics and Law Enforcement Affairs (INL) Kyiv operation. The Q&A resolves five key inquiries from potential offerors concerning the solicitation terms and specifications.

The document confirms that the Nonmanufacturer Rule does not apply to this procurement due to an existing NAICS waiver. Offerors may leverage the relevant weapons/ammunition manufacturing, export, and Ukraine delivery experience of proposed subcontracting partners to satisfy Past Performance and Export Compliance evaluation factors, provided those entities will perform the corresponding contract work. Regarding ammunition specifications, the government confirmed that DODIC A058 (M885 5.56mm 62-grain rounds in 20-round cartons) is acceptable as an alternate to the originally specified DODIC A059 (M855 5.56mm 62-grain rounds in 10-round clips). The Country of Origin requirement mandates ammunition manufactured to U.S. military specifications and U.S. military packing standards using DODIC markings, with packaging requirements strictly adhering to military specifications in the progression of cartons to ammunition cans to crates, with no deviation to bulk packing formats permitted.
