About this opportunity

The Department of Energy Office of Science, through Argonne National Laboratory, is seeking a qualified vendor to perform Initial Efficacy Testing (IET) on autoclaves used for on-site treatment of infectious waste. The contractor must verify and document that each autoclave model effectively renders infectious waste non-infectious, ensuring safe disposal while establishing validated operating parameters for ongoing treatment operations. The testing must comply with 35 Illinois Administrative Code 1422.124 and involves using self-contained biological indicators with Geobacillus stearothermophilus spores across multiple challenge loads with varying moisture contents. Vendors must demonstrate experience in autoclave efficacy testing and familiarity with regulatory standards, providing comprehensive documentation including updated IET reports for each autoclave model tested. Prospective bidders must submit numbered questions via email to the Contracting Officer and ensure all required documentation specified in the ANL-70 Request for Quotation is included, as incomplete submissions may be excluded from consideration. The proposal submission deadline is July 11, 2025, at 12:00 PM CDT.

This solicitation does not utilize any set-aside designations and will involve testing eight specific autoclave models at Argonne National Laboratory's facility in Lemont, Illinois. The contractor will direct an Argonne employee in operating the autoclaves during the testing process, which includes three challenge loads with different material categories such as blood cultures, fibers, metals, sharps, plastics, pathological waste, glassware, and non-woven fibers. The testing protocol requires precise load preparation, biological indicator placement, moisture content calculations, and validation through spore growth testing to ensure comprehensive efficacy verification. Vendors must comply with comprehensive safety, health, and environmental requirements including mandatory insurance coverage with $2 million general liability limits and adherence to Department of Energy safety standards. The contractor will be responsible for removing any debris resulting from their work and must submit a Job Safety Analysis as part of the on-site operational requirements.
