About this opportunity

The United States Trade and Development Agency seeks Information Resource Center administrative support services, including records management, FOIA program support, mail and visitor services, facilities management, and Office of Administration functions, with proposals due June 12, 2026. This is a total small business set-aside, firm-fixed-price contract.

Place of performance is Arlington, Virginia (1101 Wilson Boulevard, Suite 1100). All contractor personnel must obtain and maintain SECRET security clearance and hold or obtain an interim Secret facility clearance by the proposal due date. U.S. citizenship is required for all personnel. The contract is classified at the SECRET level; facility clearance is required but no classified storage or information handling is permitted at the contractor facility. Contractor personnel must comply with Department of State regulations, the National Industrial Security Program Operating Manual, and applicable Foreign Affairs Manual sections. The contract is subject to Service Contract Act labor standards covering prevailing wage requirements (Wage Determination 2015-4281, Revision 36, effective March 30, 2026).

The base contract period runs 12 months beginning September 29, 2026, with four optional 12-month periods. Total contract value is $12.5 million across the base year plus four option years combined. The contractor shall staff one Project Manager (non-SCA exempt) and seven SCA-covered administrative support positions priced at 1,912 productive hours annually. Situational telework is available at the Contracting Officer's discretion, excluding receptionist and mailroom positions. The incumbent contractor is IT Shows, Inc., performing under contract 1131PL20CSA41021.

Evaluation weighs Technical Approach (staffing, management, implementation) and Past Performance equally; these factors are significantly more important than Price. Past performance evaluation covers contracts performed within three years preceding the solicitation date. The contracting officer is Garth Hibbert, ghibbert@ustda.gov, (703) 875-4357. Questions deadline was May 15. Amendment 0003 (issued May 20) extended the proposal deadline and revised the RFP; Amendments 0001 and 0002 provided Q&A clarifications.
