Amendment 0001 to Solicitation 1131PL26R0031
This document is Amendment 0001 to a Request for Proposal (RFP) issued by the United States Trade and Development Agency (USTDA) on May 6, 2026, with an effective date of May 12, 2026. The amendment provides responses to 37 solicitation questions submitted by potential offerors and clarifies various requirements contained in the base RFP. Key clarifications address incumbent contract information, facility clearance requirements, security clearance standards, staffing and personnel requirements, pricing methodologies, contract type, telework policies, and past performance evaluation criteria. Notable answers confirm that: (1) all contractor personnel must possess a Secret security clearance with interim clearances permissible at the Contracting Officer's discretion; (2) the resulting contract is NOT a time and material contract; (3) the facility clearance requirement may be satisfied by a Joint Venture member rather than the JV entity itself; (4) 1,912 hours represents productive work hours excluding 11 federal holidays; (5) the NAICS 561110 size standard is $12.5M; (6) no Independent Government Cost Estimate will be provided; (7) offerors may submit pricing and staffing information in their preferred format; and (8) the 40-calendar-day performance assumption and 30-day phase-in period run concurrently.
The amendment emphasizes that offerors retain flexibility in staffing strategy selection, labor category assignments, and proposal formatting, provided they meet stated requirements. No government preference is expressed regarding incumbent staff retention, and an Independent Government Cost Estimate will not be disclosed to offerors. The RFP requires past performance records for contracts performed within the preceding three years and mandates that Phase-In Plans be submitted within ten calendar days of contract award, with full responsibility assumption within 40 calendar days. All contractor personnel must maintain Secret clearance eligibility before contract performance begins.

QUESTIONS & ANSWERS
1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
Answer: See RFP Section E.1.4 INFORMATION REGARDING INCUMBENT &
OTHER CONTRACT REQUIREMENTS.
2. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
3. Is this a new contract or a follow-on/ recompete with incumbents in place?
OTHER CONTRACT REQUIREMENTS.
4. If it is a recompete, are you able to provide the contract number?
5. What is the deadline to submit questions?
Answer: See Section E.1.3 of the RFP.
6. Is there any chance that we can get security clearance before 6/5?
Answer: See RFP Section E.1.4 FACITITY CLEARANCE REQUIREMENT.
7. Reference: Section E.1.4, Page 38, FACILITY CLEARANCE REQUIREMENT Question: To satisfy the requirement that the prime contractor possess at minimum an interim Secret Facility Clearance granted by DCSA on the RFP closing date, will the Government accept an active Facility Clearance at the Secret or higher level granted to the offeror by DCSA under any current Government contract, regardless of sponsoring agency?
Answer: Yes.
8. Reference: Section D.1.5.1, Pages 29-30, SECURITY REQUIREMENTS
Question: Section D.1.5.1 indicates that contractor personnel must possess a Secret security clearance prior to being assigned to work under this contract, while a subsequent paragraph permits performance by personnel awaiting issuance of a Final Secret clearance at the Contracting Officer's discretion. Will the Government confirm (a) whether personnel holding an active interim Secret clearance are acceptable for assignment at the start of full performance, and (b) whether any minimum percentage of personnel or specific positions require a final Secret clearance at the start of performance?
Answer: Secret clearance is required for all positions. At the Contracting Officer's discretion, contractor personnel with an interim clearance awaiting adjudication/issuance of a final Secret clearance may be permitted perform on the resulting contract.
9. Reference: Section D.1.5.2, Page 30 and Section D.1.17, Pages 35-36, PHASE IN AND
PHASE OUT PERIODS
Question: Given the requirement that the contractor assume full responsibility for all areas of operation within 40 calendar days after contract award, and the approximately 30-day phase-in period, will the Government confirm its expectations regarding clearance crossover for personnel transitioning from another cleared contract during the phase-in period, including whether the Contracting Officer will accommodate brief gaps in classified access during such crossovers?
Answer: Any required clearance crossover must be accomplished during the Phase In/Phase Out Period and prior to the successful contractor assuming full responsibility for contract performance.
10. Reference: DD Form 254 (Attachment 1), Blocks 1b and 13; Section D.1.5
Question: The DD Form 254 specifies a Level of Safeguarding of "None" and states in Block 13 that classified storage is not a requirement for performance and that no discussion, generation, or storage of classified information shall take place at the contractor's facility. Will the Government confirm that the prime contractor is not required to establish or maintain classified storage capability, closed areas, or secure communications infrastructure at its own facility for performance of this contract?
Answer: As noted in the RFP, no classified storage is required at the contractor’s facility.
11. It seems FAR 52.222-41, 42, 43 is applicable to this requirement, can these FAR’s be referenced in the Solicitation? For example, under FAR 52.222-42, would the government include a statement of equivalent wages, there is such a chart, however, since the government has mentioned several SCA positions/LCAT’s, would the government consider including the SCA job code related to each of the LCAT as a part of the “Statement of Equivalent Wages”? This ensures offerors do not undercut the employees just to win paying/proposing a lower SCA LCAT just to win.
Answer: See RFP pages 9 and 10. Each offeror should determine the appropriate labor category and role for use of its proposed personnel.
12. Since EO 14055 was rescinded in 2025, would the government considered including FAR 52.237-3, a continuity of services FAR? This essentially means the preference would be incumbent retention.
Answer: FAR 52.237-3 is not appropriate for this solicitation. However, offerors may choose whatever staffing strategy needed to successfully meet the requirements of this solicitation.
13. Would the government confirm, that the proposal only requires a resume for the KEY person resume?
Answer: See RFP Section E.1.8 QUOTE/PROPOSAL CONTENT.
14. Would the government confirm, the only key personnel on the contract is the Project/Program Manager?
Answer: See RFP Section D.1.10.1.1 Key Personnel.
15. Does the government expect the Project/Program Manager to be on-site, or will the government accept an offsite Program Manager?
Answer: See RFP Section D.1.10.1.
16. Will all employees supporting this contract be provided a Government Furnished Asset or is the contractor required to provide Contractor Furnished equipment?
Answer: See RFP Section D.1.16 GOVERNMENT FURNISHED EQUIPMENT.
17. For Certification of Personnel, if current employees are utilized, would the government still require this certification or is it only for contingent personnel?
Answer: Certification of Personnel required as indicated in RFP Section E.1.8.
18. To clear confusion in the expectation for the Technical Approach, would the government clarify, Resumes are only required for Project Manager which is the only listed Key Personnel?
Answer: See RFP Section E.1.8 QUOTE/PROPOSAL CONTENT. The Government’s expectation is clearly stated regarding what is required to address the STAFFING AND MANAGEMENT sub-factor.
19. It is understood a Staffing Plan maybe required listing Part-Time/Full Time, etc, and Management plan, however it seems the governments preference is to retain the incumbents employees if possible, which requiring names and details of non-key personnel provides an advantage to the incumbent offeror.
Answer: No government preference is listed in the RFP. Offerors may choose whatever staffing strategy needed to successfully meet the requirements of this solicitation.
20. To Provide Facility Clearance Documents, would the government allow offerors to submit an independent standalone document which is PDF password protected, and provide the password in a separate email?
Answer: Yes.
21. Would the government consider provide two separate excel sheets to include one burdened sheet, and unburdened sheet? This would ensure offerors present the data the way the government wants.
Answer: Offerors may submit the required information as they see fit.
22. For Solicitation Section B.1, does the government intend for offerors for each CLIN to put unit price and amount to be unburdened since B.2 is showing the indirect costs to be added, or is B.2 just for information, but B.1 should contain the fully burdened rate?
Answer: Offerors may submit the required information as they see fit.
23. Would the government please confirm for all SCA positions, the offer is expected to pay the employee based upon 2080 hours to include Vacation, Holiday Pay, etc as per SCA, regardless of billable hours, in accordance with FAR 52.222-43, and must provide benefits associated with SCA to include vacation time based upon anniversary date which the government has provided.
Answer: See RFP Section E.1.4. INFORMATION REGARDING INCUMBENT &
24. Would the government please confirm if EO 13706 is applicable to this requirement? This is important as it provides sick time to employees.
Answer: See RFP page 10.
25. Does the government have an expected escalation for the exempt position, Program
Manager, yearly? Provide an expected escalation ensures offerors price at the similar rates/prices.
Answer: No.
26. Paragraph D.1.11: COORDINATION WITH OTHER CONTRACTORS: is there an existing list of current contractors the Government can share with industry?
Answer: No specific list will be provided. However, the successful offeror in performance of contract requirements will be required to coordinate with other USTDA service providers such as out IT Support Services contractor, etc.
27. Paragraph D.1.13. TYPE OF CONTRACT: can the Government confirm that this is a time and material contract?
Answer: The resulting contract is NOT a time and material contract.
28. Reference: Section E.1.4, Page 29, Paragraph D.1.5.1 Question: The PWS states that contractor personnel must possess a SECRET Security Clearance prior to being assigned to work, but also permits uncleared personnel to perform under COR discretion pending final SECRET clearance issuance. Please confirm whether all eight (8) positions require a SECRET clearance prior to contract start, or only those requiring access to classified information and restricted areas. Please identify which specific positions, if any, may begin performance with an interim clearance or a Department of State FAC while awaiting final adjudication.
Answer: See response to Q8.
29. Reference: Section D.1.9, Page 32, Paragraph D.1.9 Question: The PWS states that situational teleworking may be granted with CO/COR approval except for Receptionist positions and the mailroom. Please confirm the maximum number of positions eligible for situational telework, and whether telework approval is granted on a per-employee or per-position basis.
Answer: Situational telework is available as approved by the CO/COR to all positions except those listed as being excepted.

Question: The proposal instructions require resumes for all proposed individuals and state that all proposed staff are required to perform work at the USTDA facility. Please confirm whether an offeror may propose an incumbent staff member who is currently performing under the incumbent contract without providing supervisor point-of-contact information, as stated in the instructions for incumbent staff.
Answer: See RFP Section E.1.8.
31. Reference: Section E.1.8, Page 40, Past Performance Question: The solicitation states that past performance will be evaluated for contracts performed within the last three (3) years from the date of issuance. Please confirm whether the date of issuance is May 6, 2026, making the recency window May 6, 2023 to present. Please also confirm whether a contract that began prior to May 6, 2023 but remains active through the present date qualifies as recent and relevant.
Answer: RFP requires past performance records for contracts performed within the last three (3) years.
32. Reference: Section B.1, Page 2 Question: The Schedule of Supplies/Services lists eight (8) labor categories with quantities expressed in months (PM) and hours (all others) at 1,912 hours per year per position. Please confirm whether 1,912 hours represents the Government's estimate of annual hours per FTE and whether offerors should price based on this figure or propose an alternative hours estimate.
Answer: 1,912 is the number of productive work hours required which does not include the 11 applicable Federal holidays noted in RFP Section D.1.10.6.
33. Reference: Section D.1.17.1, Page 35, Paragraph D.1.17.1 Question: The Phase-In Plan is due to the CO within ten (10) calendar days of contract award, and the Phase-In Period lasts approximately 30 calendar days. Given that the contract performance start date is September 29, 2026, please confirm whether the 40-calendar-day performance assumption timeline in Section E.1.4 (Facility Clearance Requirement) and the 30-day phase-in period are expected to run concurrently or sequentially.
Answer: Concurrently.
34. Reference: Section E.1.8, Page 39, Volume I, Staffing and Management Question: The solicitation requires offerors to certify that all proposed Key Personnel were contacted after the solicitation issue date of May 6, 2026, and confirmed their availability. Please confirm whether the Project Manager is the only Key Personnel position for this requirement, or whether any of the seven SCA-covered positions are also designated as Key Personnel requiring written certification of availability.
Answer: See RFP Section D.1.10.1.1 Key Personnel.
35. Reference: Section E.1.4, Page 29, Paragraph D.1.5.1 / Section D, Page 38, E.1.4
Incumbent Information Question: Given that all contractor personnel performing under this contract must possess or be eligible for a SECRET security clearance prior to performance, and given that the incumbent contract value of $4.39M over five years reflects a prior market environment, please confirm whether an Independent Government Cost Estimate (IGCE) is available for offeror review, or whether the Government can provide guidance on whether the estimated contract value accounts for current cleared-personnel labor market rates in the Arlington, Virginia area. Offerors want to ensure proposed pricing reflects fair and reasonable compensation for SECRET-cleared staff without submitting an unrealistically low price that the Government may find ineligible for award under FAR 15.404-1.
Answer: IGCE will not be provided. Each offeror is required to develop its own price proposal.
36. Reference: Section SF1449, p. 1, Block 10 Question: The SF1449 for this solicitation lists the size standard for NAICS 561110 as $15.5M. Request clarification whether the applicable NAICS size standard for this solicitation is $15.5M (proposed by SBA, but not yet in effect) or $12.5M as listed in current SBA Table of Small Business Size Standards effective March 17, 2023?
Answer: The size standard for NAICS 561110 is $12.5M.
37. We are exploring submission as part of a Joint Venture (51% will be owned by a SDVOSB with FCL). We understand from Section E.1.4 (Facility Clearance Requirement) and Section D.1.5 (Security Requirements) that a Secret Facility Clearance must be held by the Prime Contractor by the proposal due date, and that USTDA will not sponsor a facility clearance. To ensure full compliance with the solicitation, we respectfully request clarification on the following:
Would USTDA consider a Joint Venture eligible if one JV partner (rather than the JV entity itself) holds the required Secret Facility Clearance, provided that the cleared partner performs the classified work and the JV otherwise meets all eligibility and performance requirements of the solicitation? This request is submitted solely to confirm compliance with the solicitation’s security requirements and to ensure that any proposed structure aligns with USTDA’s expectations prior to proposal submission.
Answer: A Joint Venture (JV) does not necessarily need its own Facility Clearance (FCL) if one or more of its members hold the required FCL. However, please note that the RFP requires all contractor personnel to possess and maintain a Secret Clearance.
