About this opportunity

The Department of Veterans Affairs Strategic Acquisition Center Frederick has issued a Special Notice regarding the Medical Disability Examinations (MDE) contract award 36C10X25D0003, also known as the Short-Term Contracts (STC) recompete for Regions 1-4. This notice is informational only and requires no response from industry. The VA is notifying the contracting community of a Federal Procurement Data System (FPDS) reporting update related to four Indefinite Delivery Indefinite Quantity (IDIQ) contracts awarded in December 2024 to Loyal Source Government Services LLC, OptumServe Health Services Inc, QTC Medical Services Inc, and Veterans Evaluation Services Inc. The notice addresses changes to how contract values are reported in federal procurement systems.

The primary purpose of this Special Notice is to inform industry stakeholders that the FPDS Total Contract Value for each of the four awarded MDE contracts is being updated from $3,294,180,138.43 to $5,000,000,000.00 to serve as a general reporting figure. The original contracts were structured with a maximum quantity ceiling of 9 million exams rather than a traditional dollar value ceiling, since examination costs vary based on individual components and pricing. To date, 5.2 million exams have been completed or are in progress, remaining below the exam ceiling; however, task order spending in some instances has exceeded the originally reported dollar value. The updated FPDS reporting figure of $5,000,000,000.00 per contract now better reflects potential spending across all task orders, with actual total contract values to be determined upon conclusion of all work performed under these IDIQ contracts. No action is required from contractors in response to this informational notice.
