About this opportunity
The U.S. Army Corps of Engineers, Rock Island District, has issued a Special Notice requesting industry feedback on draft contract documents for the Advanced Contracting Initiative – Regional Contracts for Debris Management Services (ACI-RCDMS). This Special Notice is not a solicitation for proposals but rather a pre-solicitation notice designed to gather input from qualified businesses on proposed contract terms and structure. The initiative will establish ten regional Single Award Task Order Contracts (SATOCs) totaling $37 billion to provide emergency debris removal services across the United States and all outlying areas. The ACI program is authorized under the Robert T. Stafford Disaster Relief and Emergency Assistance Act and addresses the significant need for large-scale debris management capabilities that exceed state and local government capacity. Interested businesses are invited to review and provide feedback on the draft Performance Work Statement (PWS) and CLIN Schedule by November 1, 2025.
The primary objective of this Special Notice is to solicit industry feedback to refine the PWS, optimize the CLIN structure, and improve overall contract value before final contract issuance. The Government seeks input on whether proposed requirements are realistic and achievable, clearly defined, consistent with industry best practices, and whether they present any operational challenges. Contractors are asked to submit feedback via specified channels regarding PWS clarity and feasibility, as well as complete a detailed CLIN Schedule Questionnaire addressing pricing structure, cost element clarity, and contract administration improvements. While the Special Notice does not establish specific eligibility criteria beyond being a qualified business, the debris management services required encompass emergency clearance, debris separation, removal, hauling, disposal, recycling, and structural demolition across multiple waste streams and debris types. The five-year contracts will require contractors to demonstrate capabilities including 24-hour mobilization, use of an Automated Debris Management System, comprehensive quality control and safety protocols, and compliance with environmental regulations.
