About this file

This document is a U.S. Army Corps of Engineers questionnaire for the Advanced Contract Initiative (ACI) for Debris Management, dated October 14, 2025. The document seeks detailed feedback from potential contractors on the Contract Line Item Number (CLIN) structure and pricing schedule for debris management services. The questionnaire is comprehensive, covering four main areas: ease of proposing, improving pricing accuracy, clarity of cost elements, and improving contract administration.

The questionnaire includes sections for businesses to provide contact information and self-identify their business size and classifications (such as small business, woman-owned, veteran-owned, etc.). Key questions probe into topics like CLIN definition clarity, potential overlaps in work scope, appropriate units of measure, standardized labor categories, pricing tiers, risk factors, cost element transparency, and methods to improve contract administration and communication between contractors and the government. Respondents are asked to provide detailed, constructive feedback that will help the Army Corps of Engineers refine their contract structure and pricing methodology for debris management services.

Specific Areas of Feedback The Government is seeking feedback to develop a CLIN Schedule that is fair, transparent, and facilitates efficient contract administration, invoicing and payment. Your input is valuable and will be carefully considered.

1) Ease of Proposing (Simplifying Pricing):

a) Are the current CLINs (Contract Line Item Numbers) clearly defined and easy to understand in terms of the scope of work they represent? (Yes/No/Comments)

b) Are there any CLINs that appear to overlap or duplicate effort? If so, please identify them and suggest how they could be consolidated or clarified, providing specific examples of overlap.

c) Do you find the units of measure (e.g., Hour, Cubic Yards, Tonnage, Each, Crew Days) for each CLIN appropriate and easily measurable for pricing and performance tracking?

(Yes/No/Comments)

d) Are there alternative units of measure that would be more accurate, efficient, or easier to track for both submitting a proposal and contract performance? Please provide specific examples of how these alternative units of measure would improve accuracy or efficiency.

e) Would the inclusion of more standardized labor categories or crew types (e.g., Level I, Level II, Level III) simplify the pricing process? If so, what categories would be most helpful and why, and what are the potential drawbacks to using standardized labor categories?

f) Would a tiered pricing structure (e.g., based on volume, complexity, or other measurable factors) be beneficial for certain CLINs? If so, which CLINs and what specific tiers and measurable criteria would you recommend?

g) Are CLINs indicated as “To Be Negotiated” (TBN) appropriately identified, or could specific unit rates or pricing ranges be established for them in the ACI Base? If you suggest unit rates, what data would you use to develop those rates?

2) Improving Pricing Accuracy:

a) Do you believe the estimated quantities provided for each CLIN are sufficiently representative for establishing realistic base unit price rates? (Yes/No/Comments)

b) Do you have any suggestions on how to improve pricing accuracy? (What specific factors or data not currently available to offerors would most significantly improve your pricing accuracy?)

c) Are there any factors not currently accounted for in the CLIN Schedule that significantly impact the actual cost of performing these services?

d) Do you have any specific data or methodologies that would improve the accuracy of any of the rates in the CLIN Schedule?

e) Are there any CLINs where you anticipate significant price fluctuations during the contract period due to market conditions or other reasonably foreseeable factors?

f) Are escalation factors a reasonable approach for addressing potential cost increases during the contract ordering periods?

g) Do you feel the CLIN Schedule adequately addresses potential risks and uncertainties associated with the work? (Yes/No/Comments)

h) What risk factors do you see as most significant with respect to pricing and how would you address these risks in your pricing strategy? Please provide specific examples of how you would mitigate these pricing risks.

3) Clarity of Cost Elements:

a) For each CLIN, is it clear what primary cost elements are typically included (e.g., labor, materials, equipment, travel, overhead, profit, etc.)? If not, which CLINs are unclear, and what cost elements are missing or ambiguous?

b) Are there any critical assumptions that contractors must be aware of when pricing these CLINs to avoid inaccurate pricing?

c) Are there any terms or definitions used in the Schedule of Prices that are unclear or subject to misinterpretation?

d) What is your approach to pricing for detection, handling, and disposal of potential hazardous materials encountered during debris removal (e.g., asbestos, lead paint)?

e) Is the distinction between Urban and Non-Urban areas clear, reasonable, and consistently applied throughout the PWS and CLIN Schedule? If not, what specific inconsistencies have you observed?

4) Improving Contract Administration:

a) What specific data elements, beyond ADMS entry, can you readily provide to substantiate invoiced crew days or hourly rates per the PWS?

b) Are there any other aspects of contract administration that you believe could be improved to enhance efficiency, reduce costs, or minimize disputes?

c) What suggestions do you have for improving communication and collaboration between the contractor and the government during contract performance?
