About this opportunity
The United States Coast Guard (USCG), under the Department of Homeland Security, has issued a Special Notice for an Industry Day event focused on Human Resources Information Technology (HRIT) modernization. This Special Notice serves as a save-the-date announcement for an in-person Industry Day scheduled for October 7, 2025, at 9:00 AM ET at the USCG C5I facility in Kearneysville, West Virginia. The notice explicitly states that this is not a solicitation for proposals and no contract will be awarded from this announcement. The Coast Guard is conducting a multi-phased market research approach that includes written capability submissions, the in-person industry day, and subsequent one-on-one vendor engagements. This initiative follows a previously published Request for Information (RFI) that outlined the USCG's preliminary needs for modernizing their current HRIT systems.
The primary objective of this Industry Day is to engage with industry partners about the Coast Guard's requirements for a comprehensive, modernized Human Resources Information Technology system and architecture that would replace their current portfolio of 66 siloed systems. Contractors interested in participating must complete registration through a specific USCG Registration Form by September 23, 2025, at 4:00 PM EST, with each vendor limited to two participants due to venue capacity constraints. The event will feature briefings on requirement scopes, identified challenges, and program goals, followed by 15-minute one-on-one sessions with vendors from 12:30 PM to 4:00 PM ET. The Coast Guard seeks a holistic Personnel Readiness System covering the entire employee lifecycle from recruitment to retirement, supporting civilian, military, and auxiliary personnel across key capability areas including force design, talent attraction, performance generation, talent support, and lifelong affiliation. All presentations will be recorded and publicly posted, and participants must present REAL ID-compliant identification to enter the federal facility.
