About this opportunity

The United States Coast Guard is conducting market research through a Request for Information (RFI) to identify Human Resources Information Technology (HRIT) modernization strategies and capabilities for consolidating their current application portfolio of 66 existing HRIT systems into a unified, scalable platform. The RFI seeks innovative solutions that support the entire personnel lifecycle from recruitment to retirement for military, civilian, and auxiliary personnel, with core technical requirements including cloud hosting in a DoD Provisional Authorization environment, system integration capabilities, scalability, process automation, data lake compatibility, records management, and robust cybersecurity features incorporating Zero Trust Architecture. Interested organizations are required to submit capability statements and respond to specific government questions (Questions 10-25) by 0900 EDT on September 12, 2025. The evaluation will focus on vendors' ability to deliver comprehensive HRIT solutions that meet the Coast Guard's Personnel Readiness System (PRS) 2.0 requirements across five primary capability domains: attracting talent, generating performance, supporting personnel, building resilience, and ensuring lifelong affiliation. All submissions must be made electronically to designated contracting officers and become government property.

This procurement opportunity does not include any set-aside designations and is open to all qualified contractors regardless of socioeconomic status. No incumbent contractors or current service providers are specifically mentioned in the documentation, suggesting this may represent a comprehensive modernization effort rather than a recompetition of existing services. The RFI does not specify budget ranges or potential award values, as this is strictly a market research activity with no contract award anticipated from these responses. The scope encompasses consolidating 66 existing HRIT systems into a single platform, indicating a substantial enterprise-level integration project that will serve the Coast Guard's entire workforce across multiple personnel categories. Implementation timelines and staffing models are among the information requested from respondents, though specific service periods are not defined in this preliminary market research phase.
